Overview
Mewtwo is one of the most sought-after Legendary Pokemon in Pokemon Pokopia. Getting Mewtwo is a two-phase process. First, you encounter it during the main story in Sparkling Skylands by completing the Rebuild the Huge Building Important Request. Second, you recruit it permanently by visiting a Dream Island during the post-game. This guide covers every step in detail so you can add Mewtwo to your island as quickly as possible.
Prerequisites
Before you can encounter Mewtwo, you need to meet the following requirements:
Complete all three prior story regions: Withered Wasteland, Bleak Beach, and Rocky Ridges. You must finish the main storyline in each area before Sparkling Skylands unlocks.
Reach Ultra Trainer Rank. This rank is earned by completing both Bleak Beach and Rocky Ridges. You cannot enter Sparkling Skylands without it.
Enter Sparkling Skylands. Gates to the region can be accessed from three locations: the far right of Bleak Beach, the far right of Rocky Ridges, and the far left of Pokopia Village.
Learn Glide from Dragonite. Build the Waterside Dinghy habitat (requires a Canoe, 2 Duckweed, and 2 Water tiles on a high-up location) and provide 5 Alarm Clocks to Dragonite. Ditto will learn the Glide transformation, which is essential for navigating the floating islands.
Learn Waterfall from Gyarados. Find Gyarados beneath the floating islands in Sparkling Skylands. The Waterfall move lets you travel vertically up waterfalls.
Phase 1: The Story Encounter
The first time you meet Mewtwo is a scripted story event at the top of the rebuilt skyscraper in Sparkling Skylands. This encounter is required before Mewtwo can appear on Dream Islands, but you cannot recruit Mewtwo during this event.
Step 1: Meet Tinkmaster
After entering Sparkling Skylands, climb the tall tower on the island using a Lift platform. At the top you will find Tinkmaster, a Tinkaton with the unique Engineer specialty. Tinkmaster's first request is to bring 6 Concrete and 1 Iron Ingot. After delivering these materials, Tinkmaster will outline the plan to rebuild the former Celadon Department Store floor by floor.
Step 2: Rebuild the Huge Building
The Rebuild the Huge Building Important Request involves constructing three additional floors on the existing structure. Each floor requires specific materials and a minimum number of Pokemon helpers. Construction for each floor takes approximately one real-world hour to complete.

Concrete is the most heavily used material across all three floors. If you are short on Concrete, farm Stone from the rocky cliffs around Sparkling Skylands and smelt it at a furnace. Glass can be crafted from Sand, and Iron Ingots from Iron Ore found inside caves.
Step 3: The Rooftop Encounter
After completing the 4th Floor, a mysterious voice speaks. Professor Tangrowth directs you to the rooftop of the rebuilt skyscraper. Ride the elevator all the way to the top and head to the rooftop. A Master Ball sits on the ground. Walk up to it and examine it. The Master Ball shakes and releases Mewtwo.
Mewtwo speaks about the disappearance of humans from Kanto, sharing mysterious insights about the world's past. After the conversation, Mewtwo departs. Examining the Master Ball on the rooftop raises your Trainer Rank to Master, the highest rank in the game.
Once Mewtwo leaves, exit the building and speak to Professor Tangrowth at the entrance to complete the quest.
Important: You cannot recruit Mewtwo during this story encounter. It is only an introductory event. To actually bring Mewtwo to your island permanently, you need to find it on a Dream Island (Phase 2 below).
Phase 2: Recruiting Mewtwo on a Dream Island
After the story encounter, Mewtwo becomes available on the Sky Dream Island. This is the only way to permanently add Mewtwo to your island.
Step 1: Get a Dragonite Doll
The Sky Dream Island is accessed by presenting a Dragonite Doll to Drifloon. Drifloon has the Dream Island specialty and can transport you to different Dream Islands depending on which Doll you offer.
Dragonite Dolls can be found inside Glowing Blocks scattered around Sparkling Skylands or obtained through other collectible sources. If you do not have a Dragonite Doll, you have two backup options:
Ditto Doll: Sends you to a randomly selected Dream Island. There is a small chance it will be the Sky Dream Island.
Substitute Doll: Also sends you to a randomly selected Dream Island, similar to the Ditto Doll.
Using a Dragonite Doll guarantees you land on the Sky Dream Island, so it is strongly recommended over the random alternatives.
Step 2: Navigate the Sky Dream Island
Once on the Sky Dream Island, head toward the central mountain. At the base of the mountain, look for cave entrances. If you see more than one entrance, check each one. The correct cave leads through the depths of the island toward Mewtwo's chamber.
As you explore inside, look for enclosed rooms with walls made of different materials compared to the surrounding rock. In Mewtwo's case, you will find a steel-plated section that resembles a cage. This visual cue is a telltale sign that a Legendary Pokemon encounter is nearby.
Step 3: Break In and Meet Mewtwo
To break through the steel-plated barrier, you need to use Rock Smash. Before using Rock Smash, eat a Hamburger Steak to power up your ability so it can break through the reinforced walls. Once you smash through the barrier, you will find Mewtwo waiting inside.
Speak to Mewtwo and select "Certainly" when offered the choice to help. Mewtwo will agree to come with you.
Step 4: Return to Your Island
Walk back to Drifloon with Mewtwo and return to your island. Once home, designate a habitat location for Mewtwo and confirm placement. Mewtwo can be placed in any habitat, so you do not need a specific setup. It boosts your island's Environment Level, so consider placing it in an area where you need that bonus.
Mewtwo's Specialty and Habitat Preferences
Once recruited, Mewtwo becomes one of the most useful Legendary Pokemon for daily gameplay thanks to its Teleport specialty. Teleport instantly transports you to any located Pokemon on your island, saving significant travel time. Pair Mewtwo with a Pokemon that has the Search or Fly specialty (like Pidgey or Pidgeotto) for instant Pokemon location and travel.

To maximize Mewtwo's Comfort Level, assign it to an empty house and decorate with dark-themed, strange, and stone items. Offer Dry-flavor food such as Mushroom Soup or Crushed-Berry Salad to quickly raise its Comfort Level.
Tips
Stock up on building materials before starting the Rebuild the Huge Building quest. Concrete is needed in the largest quantities (90 total across all three floors), so begin farming Stone early.
Each construction phase takes about one real-world hour. Plan your sessions accordingly or check back periodically.
The Dream Island encounter is not guaranteed on every visit. If Mewtwo is not present in the cave, return the next day with another Dragonite Doll. You can only present one Doll to Drifloon per day.
Keep several Dragonite Dolls in reserve if you plan to farm the Sky Dream Island. Multiple visits may be needed before Mewtwo appears.
Bring a Hamburger Steak with you before heading to the Dream Island. Without it, Rock Smash will not be strong enough to break through the steel barrier guarding Mewtwo.
The Master Ball from the rooftop encounter remains on the rooftop as an interactable object. It is a unique story item and does not function as a regular Poke Ball.
Mewtwo's Teleport specialty pairs perfectly with Search-specialty Pokemon. Have both on your island to locate and warp to any Pokemon instantly.
