Overview
Sparkling Skylands is the fourth and final story area in Pokemon Pokopia. According to Serebii, the area encompasses "what used to be Celadon and Saffron Cities," dramatically transformed when "the catastrophe caused the ground to shoot up into the sky." This elevated zone features floating islands suspended high above the world, streams of cascading waterfalls between levels, and ruined urban structures referencing both classic cities.
Sparkling Skylands is where the Glide and Waterfall moves are unlocked, allowing aerial traversal and vertical water travel. The area's signature quest involves rebuilding the former Celadon Department Store floor by floor under the guidance of Tinkaton (Tinkmaster). It contains the legendary Pokemon Mewtwo, three collectible outfits, and the Stylish Hedge as its exclusive hedge type. Region-exclusive flora includes Pink Tall Grass and Skyland Flowers.
How to Unlock
Sparkling Skylands opens after the player completes the main story quests in all three previous story areas (Withered Wasteland, Bleak Beach, and Rocky Ridges) and reaches Ultra Trainer Rank. Gates can be accessed from three locations:

Learning Waterfall
Gyarados is hidden below the Sparkling Skylands, underneath a stream of waterfalls. After locating Gyarados, it upgrades the Surf move with the Waterfall ability. While in Surf form (transformed into Lapras), press A near any waterfall to travel upward.
Story Walkthrough: Rebuild the Huge Building!
The main Important Request in Sparkling Skylands is "Rebuild the Huge Building!" driven by Tinkaton (Tinkmaster). The quest involves reconstructing the former Celadon Department Store floor by floor, with each floor requiring specific materials and a certain number of Pokemon helpers.

Progression Steps
Enter through one of the three gates and use a Lift to reach the Pokemon Center ruins.
Interact with Rookidee at the Pokemon Center.
Build Dragonite's Waterside Dinghy habitat and complete the Alarm Clock request to learn Glide.
Use Glide to fly between floating islands, reaching new platforms.
Find Gyarados beneath the waterfalls to learn Waterfall.
Meet Tinkaton (Tinkmaster) at the tall tower by climbing and using a Lift platform.
Complete Tinkmaster's initial request (6 Concrete + 1 Iron Ingot).
Help Alakazam repair an elevator.
Begin the "Rebuild the Huge Building!" Important Request and complete each floor in sequence.
After completing 4F, climb to the rooftop to meet Mewtwo.
Legendary Encounter: Mewtwo
Mewtwo is Pokemon number 299 out of 300 in the Pokopia Pokedex. The encounter is triggered by completing the "Rebuild the Huge Building!" Important Request through the fourth floor.
Complete the 4F rebuild of the Celadon Department Store.
A mysterious voice speaks. Professor Tangrowth directs you to the top of the building.
At the top, a Master Ball shakes and releases Mewtwo.
Mewtwo speaks about the disappearance of humans from Kanto, sharing mysterious prophecies.
Mewtwo departs after the conversation.
After the initial encounter, Mewtwo can be re-encountered on Dream Islands (via the Dragonite Doll) during the post-game to attempt befriending it.

Rebuilding the Pokemon Center in Sparkling Skylands requires:

Environment Level
Sparkling Skylands has its own Environment Level that increases by befriending Pokemon and building habitats. Key milestones:
