Overview
Pokemon Pokopia features 12 legendary and mythical Pokemon that can be encountered through story progression, Dream Island exploration, building projects, and special collectible quests. This guide covers how to obtain every legendary in the game, organized by encounter method.
Story Legendaries
These legendaries are encountered automatically as part of the main story in each region.

Kyogre is typically the first legendary most players encounter, since it appears during the Withered Wasteland questline. Mewtwo is the last story legendary, appearing in the final story region.
Legendary Birds (Building Kits)
The three legendary birds are attracted by purchasing and constructing specific Building Kits from the Palette Town Pokemon Center PC Shop.

Building Kits are purchased with Life Coins. Each kit requires a large plot of land and takes one full in-game day to construct. The legendary birds appear once their respective buildings are complete.
Ho-Oh (Clear Bell)
Ho-Oh requires completing a multi-step quest chain:
Befriend all three legendary beasts (Raikou, Entei, and Suicune).
After befriending all three, you receive the Clear Bell recipe.
Craft the Clear Bell using 5 Rainbow Feathers and 5 Rare Pokemetal.
Ring the Clear Bell. Ho-Oh flies overhead and lands, triggering a special cutscene.
Obtaining Rainbow Feathers:
Ho-Oh drops Rainbow Feathers as it flies overhead periodically. The feathers land on fire, so you must use Water Gun to extinguish the flames before picking them up.
Feed Mosslax Dry food to increase Rainbow Feather spawn rates.
Trade extra Rainbow Feathers to Gimmighoul for 200 Life Coins + furniture.
Lugia (Tidal Bell)
Lugia follows a parallel path to Ho-Oh:
Befriend all three legendary birds (Articuno, Zapdos, and Moltres).
After befriending all three, you receive the Tidal Bell recipe.
Craft the Tidal Bell using 5 Silver Feathers and 5 Rare Pokemetal.
Ring the Tidal Bell. Lugia descends from the sky and appears in your settlement.
Obtaining Silver Feathers:
Lugia drops Silver Feathers as it flies overhead. The feathers are surrounded by wind; use Cut to dispel the wind before collecting them.
Feed Mosslax Dry food to increase Silver Feather spawn rates.
Trade extra Silver Feathers to Gimmighoul for 200 Life Coins + furniture.
Legendary Beasts (Dream Islands)
Entei and Suicune are found as rare encounters on specific Dream Islands. Raikou is a story encounter (see above).

Dream Island encounters are random. You may need to visit the correct island type multiple times before a legendary beast appears. Each island resets daily at 5:00 AM.
Mew (Mysterious Slates and Mural)
Mew is the final Pokemon in the Pokopia Pokedex (#224) and is obtained through the Mysterious Mural puzzle:
Locate the Mysterious Mural northeast of the Withered Wasteland Pokemon Center. Break through two hidden walls to find the underground chamber.
Collect all 27 Mysterious Slates hidden in Glowing Blocks across the entire game world. Each slate corresponds to one Unown symbol (26 letters + one combination !? slate).
Attach each slate to the matching Unown symbol slot on the Mural.
Once all 27 slates are placed, Mew appears and joins your island.
Tips for finding Mysterious Slates:
Use a Search-specialty Pokemon (Pidgey, Paras, Venonat, Growlithe) as your follower. They activate the Dowsing Machine effect to detect nearby Glowing Blocks.
Feed Mosslax Sweet food to boost Ancient Artifact discovery rates, which also increases Mysterious Slate drops.
Check all regions thoroughly. Mysterious Slates appear in every area of the game.
Visit Dream Islands for additional Glowing Block spawns.
Mewtwo (Post-Game Re-encounter)
After the initial story encounter on the Celadon Department Store rooftop, Mewtwo can be re-encountered in the post-game on Sky Dream Islands accessed via the Dragonite Doll. This is the only way to befriend Mewtwo permanently after the story encounter.

Tips
Progress through the story regions in order (Withered Wasteland, Bleak Beach, Rocky Ridges, Sparkling Skylands) to encounter the four story legendaries naturally.
Start saving Life Coins early for the Building Kit purchases. Each kit costs 1,000 Life Coins.
The legendary beasts and birds must be completed before you can summon Ho-Oh and Lugia. Plan your progression accordingly.
Feed Mosslax Dry food daily while farming feathers. The increased spawn rate saves significant time.
Mew is the ultimate completionist goal. Collect Mysterious Slates throughout your entire playthrough rather than trying to find them all at once.
Mewtwo's re-encounter on Sky Dream Islands (Dragonite Doll) is the only way to add it permanently. Do not worry about missing the story encounter.
