Overview
Pokemon Pokopia includes multiple legendary and mythical Pokemon occupying Pokedex entries #289 through #300. They can be encountered through story progression, Dream Island exploration, special building projects, and collectible quests. Unlike regular Pokemon, legendaries have unique encounter conditions tied to completing specific quests or constructing particular buildings.
Legendary and mythical Pokemon have a greater effect on the Environment Level of the area you bring them to compared to regular Pokemon. As you improve their comfort level, it becomes easier to raise the entire area's Environment Level.
Story Legendaries
These legendary Pokemon are encountered as part of the main story progression. Each is tied to a specific area and unlocked by completing that area's main quest line. Story encounters are unmissable.
Kyogre (#289)
Area: Withered Wasteland | Quest: "Yawn Up a Storm!" | Specialty: None confirmed
Build a Seaside Tall Grass habitat to attract Slowpoke. Bring Slowpoke to the Pokemon Center. Increase humidity to 100 points by watering dry grass and soil with Water Gun. Slowpoke yawns, causing rain. Follow everyone south to the broken dock. Build 5 Bridge Planks (1 Lumber each) to cross the gap. Walk up and talk to Kyogre. It says you are friends and gets registered in your Pokedex. Kyogre does not join your team as a befriendable companion and does not provide an ability.
Raikou (#290)
Area: Bleak Beach | Quest: "Brighten Things Up!" | Specialty: Generate
Discover Mosslax (moss-covered Snorlax) in a cave southeast of the Pokemon Center. Light three streetlights with Pawmi or Pawmo. Build habitats, power infrastructure (furnace, water wheel, windmill), and connect utility poles. Reach 100 Bloom Points. Climb to the top and talk to Raikou. It expresses shock that you lit up the entire town, then gets added to your Pokedex. Raikou's Generate specialty powers machines with electricity.
Volcanion (#293)
Area: Rocky Ridges | Quest: "Time to Party!" | Specialty: Burn
Talk to DJ Rotom. Clear volcanic ash for the party cooking area. Give DJ Rotom a CD. Build an Uplifting Duckweed habitat to attract Ludicolo. Craft Party Platters using Iron Ingots, fill with 5 meals. Gather cooking ingredients (15 Beans, 15 Leppa Berries, 15 Wheat, and Honey). Cook curry with Chef Dente. Raise mood to 100. After the cutscene, climb the mountain and use Water Gun to turn lava into traversable blocks. Talk to Volcanion at the volcanic peak. Volcanion rejects your invitation to the party, but is registered in your Pokedex. Completing this quest unlocks cannon and fireworks recipes.
Mewtwo (#299)
Area: Sparkling Skylands | Quest: "Rebuild the Huge Building!" | Specialty: Teleport
Build the Skyland building through multiple floors (2F through 4F), each requiring increasing amounts of materials (Concrete, Glass, Pokemetal, Iron Ingots, Glowing Stone, Copper Ingots, Paper, Brick, Lumber) and more Pokemon participants including Tinkmaster as Engineer. After completing 4F, a Master Ball releases Mewtwo for a conversation at the building's top. Mewtwo appears, speaks with you, then leaves. Teleport specialty instantly warps the player to any requested Pokemon on the map.
Legendary Birds
The three legendary birds from Kanto require constructing specific Building Kits purchased from the Pokemon Center PC Shop. Once encountered, all three birds can relocate to player towns and inhabit houses after you have met all three.

Legendary Beasts
The three legendary beasts from Johto each have different encounter methods. Raikou is encountered through the main story, while Entei and Suicune are roaming legendaries found on Dream Islands via specific Dolls.

Dream Island spawns are not guaranteed on every visit. Multiple trips with the correct Doll may be needed. The Ditto Doll and Substitute Doll also produce random island types that can occasionally include legendary encounters.
Ho-Oh and Lugia
Ho-Oh and Lugia appear in the skies above Pokopia and periodically drop collectible feathers. They are not befriendable and cannot currently be added to the Pokedex (Pokedex entries #297 and #298 are unconfirmed but may be reserved for them). Their presence is signaled by distinctive loud cries audible across the entire zone.
Ho-Oh and Rainbow Feathers
Ho-Oh appears during sunny weather. It flies into the area, emits two loud cries, then drops a Rainbow Feather. The feather falls and emits a column of smoke and flames visible from a distance. Use Water Gun to extinguish the flames, then collect the Rainbow Feather.
Lugia and Silver Wings
Lugia appears during overcast or rainy weather. It emits two cries and drops a Silver Wing that creates a massive tornado/wind column. Use Cut to slice through the wind column, then collect the Silver Wing.
Trading Feathers
Both feather types are traded with Gimmighoul (#205, Ghost-type, Chest Form) at the Rocky Ridges Museum. Gimmighoul's first interaction requests a Rainbow Feather specifically. After that, both feather types and appraised Lost Relics can be exchanged for exclusive Pop Art furniture (tables, sofas, decorations). Collecting one of each feather also completes the "Mysterious Feather" Daily Challenge for 200 Coins.
Mythical Pokemon
Mew (#300)
Mew is the final Pokedex entry (#300) and the reward for collecting all 28 Mysterious Slates hidden throughout the game. Slates are found inside glowing blocks (the same blocks that contain Lost Relics and Fossils). Each slate bears an Unown symbol engraving.
In the Withered Wasteland, slightly to the right behind the Pokemon Center, punch down a wall to reveal stairs leading to an underground cave. The cave contains a mural of the entire Unown alphabet. Place each slate in its matching position. As slates are inserted, a picture forms. After all 28 slates are placed, Mew appears and joins the player permanently. Mew sticks around the player's island, can follow you, and can have a house built for it.
The game does not give duplicate slates until all unique ones are found. Use a Pokemon with the Search specialty and the Dowsing Machine ability to locate glowing blocks more efficiently. Treasure blocks containing slates refresh daily.

After completing the main story, Dream Islands become the primary way to re-encounter legendary Pokemon:

Story legendaries (Kyogre, Volcanion) remain in their original locations. Legendary birds stay at their Building Kit habitats and can move into houses. Ho-Oh and Lugia continue to fly overhead and drop feathers.
Tips
Story legendary encounters are unmissable. Complete each area's main quest line and the legendary is added to your Pokedex automatically.
Raikou's Generate specialty is immediately useful in Bleak Beach for powering electrical infrastructure.
Mewtwo's Teleport specialty is the best movement ability in the game. Prioritize the Sparkling Skylands rebuild for late-game navigation.
Buy legendary bird Building Kits from the PC Shop as soon as they are available. Palette Town is recommended for Zapdos (Abandoned Power Plant Kit) due to open space.
For Dream Island legendary beasts: Arcanine Doll for Entei, Eevee Doll for Suicune, Pikachu Doll for Raikou. Multiple trips may be needed.
Watch the skies during sunny weather for Ho-Oh (smoke/flames marker) and during rainy weather for Lugia (tornado marker). Use Water Gun on Ho-Oh feathers and Cut on Lugia feathers.
