Overview
Pokemon Pokopia features multiple Legendary and Mythical Pokemon that players can encounter and befriend through story progression, crafting special building kits, and visiting Dream Islands. Unlike traditional Pokemon games, there are no battles involved. Instead, players meet specific conditions to attract these rare Pokemon to their islands.
Story Legendaries
These Legendary Pokemon are encountered as part of the main story and cannot be missed during normal progression.
Kyogre
Kyogre is the first Legendary Pokemon encountered in Pokopia. It appears during the conclusion of the Yawn Up a Storm quest in Withered Wasteland. After raising the area's humidity high enough for Slowpoke's yawn to trigger rainfall, players hear a massive cry from the ocean. Following the other Pokemon south to the docks, players meet Kyogre, who agrees to help bring rain to the region. Befriending Kyogre grants the Super Trainer Rank, unlocking access to both Bleak Beach and Rocky Ridges.
Raikou
Raikou appears at Bleak Beach after completing the area's main story quest. To recruit Raikou permanently, players need to re-encounter it via a Dream Island using a Pikachu Doll. Befriending Raikou is one of two requirements (alongside Volcanion) for reaching Hyper Trainer Rank and unlocking Sparkling Skylands.
Volcanion
Volcanion is encountered at the top of the volcano in Rocky Ridges after completing the Time to Party! quest. During the party celebration, Volcanion appears at the volcano's summit. Players climb the rocky mountains to speak with it. Befriending Volcanion is one of two requirements (alongside Raikou) for reaching Hyper Trainer Rank.
Mewtwo
Mewtwo is encountered at the top of the rebuilt skyscraper (the former Celadon Department Store) in Sparkling Skylands. Completing all three floors of the Rebuild the Huge Building quest and reaching the rooftop triggers the encounter with Mewtwo. This also raises the player's Trainer Rank to Master. Mewtwo can later be re-encountered on Ditto Dream Islands.
Legendary Birds
The three Legendary Birds from Kanto are obtained by building special kits purchased from the Pokemon Center PC shop. Each kit requires rare materials and a spacious building location.

Ho-Oh and Lugia
Ho-Oh (#298) and Lugia (#297) appear in the skies above Pokopia and periodically drop collectible Mysterious Feathers. Unlike other legendaries, they cannot live in habitats. However, both can be summoned and registered to your Pokedex using craftable bells.
Summoning Ho-Oh
To summon Ho-Oh, you must first befriend all three legendary beasts (Raikou, Entei, and Suicune) through their respective encounter methods. Once all three are registered, craft the Clear Bell using 5 Rare Pokemetal and 5 Rainbow Feathers. Place the bell in an open, elevated area and wait for Ho-Oh to fly overhead during sunny weather. Ring the bell while Ho-Oh is present to trigger a special cutscene. Ho-Oh is registered to your Pokedex as entry #298 (Fire/Flying, Rainbow Pokemon).
Summoning Lugia
To summon Lugia, you must first encounter all three legendary birds (Articuno, Zapdos, and Moltres) by building their respective Building Kits. Once all three are registered, craft the Tidal Bell using 5 Rare Pokemetal and 5 Silver Feathers. Place the bell in an open area and wait for Lugia to fly overhead during overcast or rainy weather. Ring the bell while Lugia is present to trigger a special cutscene. Lugia is registered to your Pokedex as entry #297 (Psychic/Flying, Diving Pokemon).

Ringing a bell when the corresponding legendary is not flying overhead has no effect. After summoning, Ho-Oh and Lugia are registered to the Pokedex but cannot be brought into habitats as residents. They continue to fly overhead and drop feathers as before.
Feather Collection
Ho-Oh drops Rainbow Feathers during sunny weather, marked by a column of smoke and flames on the ground. Use Water Gun to cool the flames before collecting. Lugia drops Silver Feathers during rainy or overcast weather, marked by a tornado column. Use Cut to clear the wind before collecting. Both feather types can be traded to Gimmighoul at the Rocky Ridges Museum for Pop Art furniture.
Mew
Mew is the final Pokemon in Pokopia's Pokedex. To encounter Mew, players must collect all 27 Mystery Slates and place them correctly on the Mysterious Mural. The slates correspond to the 26 letters of the Unown alphabet plus one slate covering both ! and ? symbols. The Mysterious Mural is located in an underground chamber in Withered Wasteland, with the entrance hidden behind breakable blocks near the Pokemon Center. Once all slates are placed, Mew joins the player's island as a permanent resident.
Dream Island Legendaries
Several Legendary Pokemon can be encountered randomly while visiting Dream Islands. These encounters are not guaranteed and may require multiple visits. The Wasteland Dream Island and Volcanic Dream Island have reported chances of Legendary encounters. Entei, Suicune, and Mewtwo have all been confirmed to appear on Dream Islands.
Tips
Story legendary encounters are unmissable. Complete each area's main quest line and the legendary is added to your Pokedex automatically.
Raikou's Generate specialty is immediately useful in Bleak Beach for powering electrical infrastructure.
Mewtwo's Teleport specialty is the best movement ability in the game. Prioritize the Sparkling Skylands rebuild for late-game navigation.
Buy legendary bird Building Kits from the PC Shop as soon as they are available. Palette Town is recommended for Zapdos (Abandoned Power Plant Kit) due to open space.
For Dream Island legendary beasts: Arcanine Doll for Entei, Eevee Doll for Suicune, Pikachu Doll for Raikou. Multiple trips may be needed.

Start the Mysterious Slate collection early. Check behind the Withered Wasteland Pokemon Center for the hidden mural cave. All 27 slates unlock Mew (#300).
Place legendary Pokemon in areas needing Environment Level boosts. Their enhanced comfort impact is significantly higher than regular Pokemon.
