Overview
Lapras is a Water/Ice-type Pokemon in Pokemon Pokopia, classified as the Transport Pokemon. Originally from Generation 1, Lapras appears at Bleak Beach and teaches Ditto the Surf move, which allows travel across bodies of water. Lapras is a common spawn that is available at all times of day and in any weather condition.
Habitat
Lapras lives in the Tropical Seaside habitat, which must be constructed near the ocean in Bleak Beach. The habitat requires the following items:

The habitat must be placed close enough to the sea for it to register properly. If the palm tree is not large enough, lead a Pokemon with the Grow specialty (such as Bulbasaur) near the tree to increase its size. Avoid building the Tropical Seaside inside another habitat's footprint, as overlapping habitats can prevent spawns.
Location
Lapras is exclusive to the Bleak Beach region. Players unlock Bleak Beach after completing the Withered Wasteland storyline and reaching the Great Trainer Rank. Lapras cannot be found in any other area.
How to Befriend
Lapras can only be befriended through the Swimming Time request. The process works as follows:
Speak to Professor Tangrowth and ask about swimming. He will direct you to find Lapras.
Piplup will also display a yellow speech bubble expressing its desire to swim, providing a hint about the Tropical Seaside habitat.
Build the Tropical Seaside habitat on the Bleak Beach coastline using the items listed above.
Wait a short time for Lapras to appear at the habitat.
Speak to Lapras to receive its request: clear 80 tiles of mud using Water Gun.
After clearing all 80 mud tiles across Bleak Beach, return to Lapras to learn Surf.
Move Taught: Surf
Lapras teaches Ditto the Surf transformation, a full-body transformation that lets Ditto take on Lapras's complete form and swim across any body of water. Surf does not consume PP, so you can swim indefinitely. Press B near water to activate the transformation, and Ditto will automatically revert when reaching land.
Specialty: Water
Lapras has the Water specialty. Pokemon with this specialty will spray water on nearby fields and plants when a basin filled with water is placed near their habitat. This makes Lapras useful for automating crop irrigation without manually using Water Gun.

Tips
Make sure the palm tree is large before completing the habitat. A small palm tree will not satisfy the habitat requirement.
You can speed up the mud-clearing task by eating a Soup to power up Water Gun, which lets you spray a wider area per use.
After learning Surf, explore the small offshore islands around Bleak Beach for hidden Poke Balls and crafting materials.
Lapras pairs well with Paldean Wooper for water management, as Suck Up Liquids lets you relocate water while Surf lets you traverse it.
