Overview
The Clear Bell is a craftable key item in Pokemon Pokopia used to summon the legendary Ho-Oh. Its in-game description reads: "An old-fashioned bell that makes a gentle ringing sound. Ring it in an open space to call Ho-Oh."

Crafting and using the Clear Bell is a post-credits activity that requires you to befriend all three Legendary Beasts (Raikou, Entei, and Suicune) before the recipe unlocks. The matching item for Lugia is the Tidal Bell, which follows a parallel chain through the Legendary Birds.
Unlock Requirements
The Clear Bell recipe becomes available after you finish the main story and befriend all three Legendary Beasts. Each beast has its own encounter route:

Once you have both materials, craft the Clear Bell at any Workbench. Multiple Clear Bells can be made if you wish to keep one for use and another for display.
How to Use the Clear Bell
Wait for a sighting of Ho-Oh flying overhead. Ho-Oh appears in the sky at random; check open-sky regions during clear weather.
Move to an open outdoor area large enough for Ho-Oh to descend. Avoid placing the bell under low ceilings or surrounded by tall structures.
Place the Clear Bell on the ground from your inventory.
Interact with the bell to ring it while Ho-Oh is visible in the sky.
Ho-Oh descends and lands near the bell. Walk up and interact with it to add Ho-Oh to your Pokedex and your island.
Tips
Stockpile Star Pieces and run them through Porygon-Z early in the post-game; Rare Pokemetal is the slower of the two ingredients to gather.
Build the Pikachu Doll, Arcanine Doll, and Eevee Doll Dream Islands before attempting the Clear Bell so the Legendary Beasts encounters are queued up.
Ho-Oh's flyovers are not tied to a fixed schedule; carry the bell in your pocket so you can drop and ring it the moment you spot the silhouette.
Keep at least one Rainbow Feather farming setup running between Ho-Oh visits, since the same feathers feed other recipes.
The Clear Bell remains usable after the first summon, so you can re-summon Ho-Oh for photo opportunities or to invite it to a different Cloud Island.
