Overview
The three Legendary Birds from the Kanto region (Articuno, Zapdos, and Moltres) can be obtained in Pokemon Pokopia by building special kits purchased from the Pokemon Center PC shop. Each bird requires its own unique building kit, rare materials, and a spacious location for placement.
Articuno
Articuno is attracted by building the Freezing Chambers kit. This kit requires Ice, which is a rare material. Once the Freezing Chambers are built, Articuno will appear.

Zapdos
Zapdos is attracted by building the Abandoned Power Plant kit. This kit requires electrical components. Palette Town is recommended as the building location due to its spacious open areas.

Moltres

Connection to Lugia
All three Legendary Birds must be found before Lugia becomes available. Once all three are on the player's island, the Tidal Bell recipe unlocks, requiring 5 Silver Feathers and 5 Rare Pokemetal. Ringing the Tidal Bell summons Lugia.
Tips
Save up rare materials early, especially Ice (for Articuno) which can be hard to find.
Place building kits in Palette Town if your other areas are crowded, as the sandbox area has plenty of open space.
Build all three bird kits before focusing on Lugia, as all three are prerequisites.
