Overview
After completing the Yawn Up a Storm quest in the Withered Wasteland and reaching Great Trainer Rank, two gates unlock simultaneously: one leading to Bleak Beach (east of Withered Wasteland) and one leading to Rocky Ridges (northwest, inside a dark cave by the sea). You can explore both areas at the same time and progress their storylines simultaneously without any permanent consequences.

Recommendation
There is no wrong choice. You can explore and develop both areas simultaneously once both gates are open. The choice comes down to gameplay preference:
Choose Rocky Ridges first if you want the Rollout move early for faster exploration and the Smelting Furnace for crafting.
Choose Bleak Beach first if you want early access to iron ore and the electricity system.
Since you can progress both storylines at the same time with no penalties, many players simply alternate between the two areas. The game does not lock you out of either area after making your first visit.
