Overview
Elevated ground in Pokemon Pokopia is terrain that reaches a specific height above the base level. Building at elevation unlocks special habitats for flying and highland Pokemon, and increases the power output of windmills. Each region has a different height threshold for what counts as elevated ground. You can tell you have reached the correct height when the wind effect appears, since that visual cue is exclusive to elevated locations.
How to Create Elevated Ground
Method 1: Block Stacking
Stack blocks on top of each other until you reach the required height for the region. Make sure you have enough blocks in your inventory before starting. Use the workbench to craft additional blocks if needed.
Method 2: Natural Elevation
Use existing mountains and cliffs found naturally in the environment. Most cities are surrounded by mountainous terrain that already meets the elevation requirement. Building on top of these natural features saves materials.
Height Requirements by Region
Each region requires a different number of stacked blocks to reach elevated status. The wind effect confirms you have reached the correct height.

Sparkling Skylands has the lowest requirement at just 3 blocks, making it the easiest region for building elevated structures. Bleak Beach and Palette Town require the most at 11 blocks each.
Elevated Habitats
Several habitats require a high-up location. Building these on elevated ground attracts flying and highland Pokemon that are not available at ground level.

Benefits of Elevated Ground
Windmill Power Generation
Windmills placed on elevated ground generate more power than those at ground level. If you need extra electricity for powered items and habitats, building a windmill farm on elevated terrain is one of the most efficient approaches.
Exclusive Habitats
Elevated habitats attract flying and highland Pokemon that cannot be obtained at ground level. Building these habitats is required to complete the Habitat Dex for each region.
Tips
Build in Sparkling Skylands first, since it only needs 3 blocks for elevation. This makes it the cheapest and fastest region for elevated building.
Use natural cliff edges and mountain tops to save materials. You only need to stack blocks to make up the remaining height difference.
Look for the wind effect to confirm you are at the correct height before placing habitats or windmills.
After completing the main story, use Magnet Rise to quickly create raised terrain platforms in a 3x3x1 pattern.
