It starts showing up in both land and ship progression instead of only one side of the game.
It feeds the Iron Pickaxe, which in turn matters for Sulfur and the live gunpowder route.
It is also one of the materials that makes Tortuga's vendor network useful, because the current goods seller lists a direct buy option for it.
Foothills Iron Ingot is where the material chain stops being theoretical. Once the ingots are flowing, your options branch in too many directions to fund all at once. Tools, cannons, hull upgrades, station upgrades, and better equipment all start asking for the same bars.

Iron is the next tier after copper, but getting the first ingot to flow involves a specific sequence. The chain looks like this:
Stone Pickaxe -> Copper Ore -> Copper Ingot -> Copper Pickaxe -> Foothills Iron Ore -> Foothills Iron Ingot.
Iron deposits in the Foothills will not respond to a stone pickaxe at all, so any attempt to skip the Copper Pickaxe step fails silently. In practice most players burn one or two sailing trips learning this before going back to their base, smelting more copper, and crafting the tool. Once the Copper Pickaxe is in hand, the Foothills mining loop turns into a straightforward haul-and-smelt operation, and the ingots start feeding every mid-game system at once.
