Completing these quests awards Hernand Contribution EXP and, in some cases, crafting materials. How to Access Hernand Politics Quests
Hernand Politics quests become available as you explore the Hernand region during and after the main story. There are two primary ways these quests appear in your journal:

No NPC interaction is required. Simply approaching the location while it is held by enemies will add the quest to your Faction Quests log.
Story Progression: Some quests in the Hernand Politics line become available after reaching certain points in the main story. The political tensions in Hernand escalate as you progress through the game's chapters, and new faction quests appear as the situation develops.
All Hernand Politics quests can be tracked in the Journal tab under Factions. Unlike main quests, faction quests do not expire and can be returned to across chapters, so there is no pressure to complete them immediately.

Three of the Hernand Politics quests follow a shared pattern: liberating a strategic beacon or watchtower from enemy occupation. These quests are combat-focused encounters where the goal is to deplete the location's occupation bar by defeating the hostile forces stationed there. Once the bar reaches zero, any remaining enemies scatter and the location is liberated.
A Promise Without Ember
Objective: Liberate Embernest Beacon from the Bleed Bandits.
Location: Embernest Beacon sits east of the Goldleaf Trading Post. The quest triggers automatically when you discover the beacon while it is under Bleed Bandit occupation. No poster or NPC conversation is needed.
Walkthrough:
Travel east from the Goldleaf Trading Post until you spot Embernest Beacon. As you approach, the quest will appear in your journal.
Engage the Bleed Bandits occupying the area. There are multiple enemies, so be prepared for a group fight.
Keep fighting until the location's occupation strength bar depletes completely. Once the bar hits zero, the remaining bandits will flee and the beacon is liberated.
Reward: +100 Hernand Contribution EXP
Tip: Switch to Damiane for this encounter. Her AoE and speed-focused kit makes short work of the Bleed Bandits clustered around the beacon.
Night Sky in Darkness
Objective: Liberate Rocca's Hill Beacon from the Bleed Bandits.
Location: Rocca's Hill Beacon is located northeast of the City of Hernand. Like A Promise Without Ember, this quest triggers automatically upon discovering the occupied beacon.
Walkthrough:
Head northeast from the City of Hernand toward the hills. Rocca's Hill Beacon sits atop an elevated position that gives it a commanding view of the surrounding area.
Approach the beacon to trigger the quest. The Bleed Bandits will be spread across the area.
Defeat the bandits to deplete the occupation bar. Focus on clusters of enemies to clear the location efficiently.
Reward: +100 Hernand Contribution EXP
Tip: Equip a spear or a two-handed weapon for this quest. Weapons with wide sweeps help you handle the groups of bandits more effectively, especially when they surround you.
The Gaze Over Stones
Objective: Drive out the Wolf Trackers occupying the bases around Stormtalon Ridge Mine.
Location: Stormtalon Ridge Watchtower, situated northeast of Calphade Castle. The quest activates when you discover the watchtower while it is under Wolf Tracker control.
Walkthrough:
Travel northeast from Calphade Castle toward Stormtalon Ridge. The watchtower is near the mining area.
Upon arrival, the quest triggers and you must clear out the Wolf Trackers stationed at the location.
Defeat all enemies to reduce the occupation bar to zero. The Wolf Trackers tend to be tougher than Bleed Bandits, so bring healing items.
Reward: Copper Ore
Note: Unlike the two beacon quests above, The Gaze Over Stones pits you against Wolf Trackers rather than Bleed Bandits. Wolf Trackers are generally better equipped and fight in more coordinated patterns, so approach with caution.
Political Tension Quests
The remaining Hernand Politics quests deal with political disturbances, emergencies, and regional incidents rather than straightforward beacon liberations. These quests tend to offer smaller material rewards or no material rewards at all, focusing instead on story progression and Contribution gains.
Gunshot Heard Throughout the Mountains
Objective: Investigate the source of a gunshot echoing through the Hernand Highlands.
This quest leads you into the mountainous terrain of Hernand to track down the source of a disturbance. The quest does not offer material rewards upon completion, but it provides Hernand Contribution EXP and advances the political narrative of the region.
Blindfolded Threat
Objective: Address a concealed threat operating within Hernand's borders.
Blindfolded Threat focuses on the covert dangers facing Hernand's governance. Like Gunshot Heard Throughout the Mountains, this quest offers no material reward but contributes to the Hernand Politics storyline and awards Contribution EXP.
Commotion in the Spire
Objective: Resolve the disturbance near the Spire of Insight in the Steel Mountains.
Location: Near the Spire of Insight, located in the southeastern Steel Mountains region of Hernand, east of the small lake and Eastern Goblin Camp.
Reward: Iron Ore x10
This quest tasks you with dealing with a commotion that has broken out near the Spire of Insight. The Spire itself is a separate puzzle dungeon with its own riddles and mechanics, but this quest focuses on the conflict in the surrounding area. Collapsed Stone Tower

Losing Contribution
Criminal activity in Hernand will reduce your Contribution, regardless of whether you receive a bounty or not. Theft costs approximately 5 points. Assault and murder carry even steeper penalties. Tips and Strategies
Explore thoroughly. Beacon liberation quests only appear when you physically discover the occupied location. Ride through the hills and highlands northeast and east of the City of Hernand to find quests you might otherwise miss.
Use Damiane for beacon fights. Her AoE abilities and mobility make her ideal for the clustered Bleed Bandit encounters at Embernest Beacon and Rocca's Hill Beacon. Switch to her before engaging.
Bring healing supplies for Wolf Tracker encounters. The Wolf Trackers at Stormtalon Ridge fight in coordinated patterns and deal more damage than the Bleed Bandits. Stock up on health restoration items before heading to The Gaze Over Stones.
Prioritize the Bolton Plate set early. At only 17 total Contribution Points, the Bolton Plate Helm, Armor, and Cloak from the Contribution Shop provide a significant gear upgrade for the early and mid-game. A few Hernand Politics quests can earn enough points to start buying pieces.
Do not steal or assault NPCs in Hernand. Criminal activity deducts Contribution Points, which directly slows your progress toward faction gear. Even a single theft costs 5 points, equivalent to a meaningful chunk of quest rewards.
Check back across chapters. Faction quests persist across the main story's chapter progression. If you pass through Hernand later in the game, revisit any beacons or locations you skipped earlier.
Combine with other faction quests. Since all Hernand factions feed into the same Contribution bar, running House Roberts bounties or Goldleaf Merchant Guild investigations alongside Hernand Politics quests will level up your Contribution faster.
Donate to beggars daily. Each copper coin donated to a beggar in the City of Hernand adds a small amount of Contribution EXP. It costs almost nothing and adds up over time.
Trivia
The Hernand Contribution system tracks morality independently per region. You can be a beloved citizen in Hernand while having a terrible reputation elsewhere in Pywel.
Contribution gear purchased from the shop can be sold back to Haldwin to recover the Contribution Points originally spent, making it possible to recoup points if you upgrade to better equipment later.
The Bleed Bandits and Wolf Trackers also appear as enemies in other faction quest lines, particularly House Roberts and House Celeste. Completing those quests first does not prevent Hernand Politics quests from spawning.
Beacons serve as both quest locations and fast travel points. Once liberated, a beacon typically becomes available as a travel destination on the map, making it worthwhile to clear them even for the navigation convenience alone.
