"Raise the Environment Level to Three" is a system-generated request in Pokemon Pokopia that appears automatically in the Withered Wasteland after reaching Environment Level 2. Unlike most requests, this one is not given by a specific Pokemon NPC. Instead, it is tracked through the Requests menu and asks players to continue improving the region until the Environment Level reaches 3. Prerequisites
Before this request appears in your Requests menu, you need to reach Environment Level 2 in the Withered Wasteland. This happens naturally by completing the Raise the Comfort Level request (crafting a Straw Bed for Bulbasaur). Once the area hits Level 2, the system automatically adds this follow-up request.
You should also have learned the following moves by this point:

How Environment Level Works
Environment Level is a per-area progression score that reflects how healthy and thriving a region has become. It is calculated by combining the individual comfort scores of all Pokemon living in the area. The more Pokemon you have, and the higher their comfort tiers, the faster the Environment Level rises.
There are six comfort tiers: No Home, Iffy, Average, Nice, Great, and Awesome. Pokemon at higher tiers contribute more points toward the Environment Level total. A Pokemon with no home contributes nothing.
Walkthrough
Step 1: Build More Habitats
The fastest way to push toward Level 3 is to attract more Pokemon to the Withered Wasteland. Each new Pokemon adds its comfort score to the total, even at the default "Average" tier. Focus on building the following habitats if you have not already:

Step 2: Improve Pokemon Comfort
Simply having Pokemon in the area is not enough on its own. You also need to raise their comfort tiers. The most effective methods at this stage are:
Feed hungry Pokemon. Most Pokemon at "Average" comfort are simply hungry. Place food on a dish in their habitat or hand it to them directly. Check the Pokedex for each Pokemon's preferred flavor (sweet, spicy, sour, bitter, or dry).
Place preferred furniture. Each Pokemon has preferences across three furniture categories: Decoration, Toys, and Relaxation. Placing even one preferred item triggers an immediate comfort boost. Check the far-right tab of the Pokemon's Pokedex entry for details.
Complete side requests. Finishing a Pokemon's personal request provides a massive, direct comfort boost that bypasses normal furniture-based limits.
Move Pokemon into houses. A Pokemon living in a Leaf Den or other house contributes significantly more than one in a natural habitat. Houses also provide more space for decorations.
Step 3: Terraform the Environment
Using Ditto's moves to restore the landscape adds small but cumulative gains to the Environment Level:
Spray Water Gun on dried dirt and withered plants to convert them into livable terrain.
Use Leafage on watered ground to grow tall grass. Dry ground only produces dry grass, so water first.
Break debris and rock piles with Rock Smash to clear space for habitats.
Step 4: Check Your Progress
Visit the Pokemon Center PC and check the Environment Level screen to see your current progress. Press Minus (-) on this screen to view all residents' comfort levels grouped by tier, which helps you identify which Pokemon need the most attention.
You can also talk to individual Pokemon and select "How's your comfort level?" to get hints (highlighted in orange text) about what they want.
What Unlocks at Level 3
Reaching Environment Level 3 is one of the most important progression milestones in the early game. The following become available:

Connection to Pokemon Center Rebuilding
This request is directly tied to the Pokemon Center rebuilding process. Environment Level 3 is the minimum requirement before the rebuild option appears. After reaching Level 3 and purchasing the Rebuilding Kit for 1,000 Life Coins, you still need to gather construction materials (20 Lumber, 20 Stone, 10 Leaf, 10 Vine Rope) and assemble a crew of 8 Pokemon with the correct specialties (Build, Bulldoze, Chop, plus 5 any).
Note that the same Level 3 requirement applies to all regions. Each area's Pokemon Center requires reaching Environment Level 3 in that specific region before the Rebuilding Kit becomes purchasable for that zone.
Tips
Building more habitats is generally faster than maxing out comfort on a few Pokemon. Even at "Average" comfort, each new Pokemon adds to the aggregate score.
Feeding Pokemon is the quickest comfort fix. Most Pokemon at "Average" are just hungry. A single preferred food item can bump them to "Nice" immediately.
Complete the A Bed for a Buddy and Help Me Make a Home requests as you work toward Level 3. Their comfort boosts stack with your habitat improvements.
If the level seems stuck, open the Requests menu to check if any Pokemon have pending requests. Completing those requests provides large, direct comfort boosts.
Stock up on Life Coins while building toward Level 3. You will need 1,000 coins for the Rebuilding Kit as soon as it unlocks.
Water dried vegetation with Water Gun and grow grass with Leafage as you explore. These small terraforming actions add up and also improve humidity for Water-type residents.
After reaching Level 3, continue pushing toward Level 5. Level 5 in all four story areas is required to see the game's ending credits.
