Overview
"Make a Waterfall" is a request in Pokemon Pokopia given by Piplup in Bleak Beach. Piplup wants you to create a waterfall in the area, but you first need to learn a new water manipulation ability from Paldean Wooper. Walkthrough
Step 1: Talk to Piplup
Find Piplup near the entrance of Bleak Beach. Piplup requests that you create a waterfall, but acknowledges you currently lack the ability to do so. You need to learn a new technique first.
Step 2: Build a Marshy Tall Grass Habitat
Go to the muddy waterfall area in Bleak Beach and construct a Marshy Tall Grass habitat. This attracts Paldean Wooper to the area.
Step 3: Learn the Suck Move From Paldean Wooper
Interact with Paldean Wooper once it appears in the Marshy Tall Grass habitat. Paldean Wooper teaches you the Suck move, which allows you to absorb liquid from one location and expel it elsewhere.
Step 4: Practice by Creating a Swamp
Demonstrate the new ability by extracting muddy water and directing it toward the pond area. This generates a new swamp water source. Placing tall grass near the swamp increases the chances of spawning Clodsire in the future.
Step 5: Create the Waterfall
Return to Piplup. Use the Suck move to absorb water and then expel it from an elevated position to form a waterfall. Talk to Piplup after the waterfall is flowing to complete the request.

Tips
The Suck move is very versatile. Beyond waterfalls, you can use it to extend ponds, create new swamp areas, and manipulate water sources across all regions.
Place tall grass near any swamp areas you create to increase the chance of Clodsire appearing. Clodsire is a useful Pokemon to have in your community.
Make sure you have completed Piplup's earlier requests before attempting this one. The quest will not appear until you have enough progress in the Bleak Beach storyline.
