Overview
Charmander is a Fire-type Pokemon that can be found in all weather conditions in Pokemon Pokopia. Unlike most Pokemon that can be attracted simply by building the right habitat, Charmander and its evolutionary line (Charmeleon and Charizard) can be attracted by building a Tall Grass. Charmander has the Burn specialty, making it one of the most useful early-game Pokemon for lighting Bread Ovens, Furnaces, and Campfires.
How to Attract Charmander
Charmander spawns in all weather conditions (Sunny, Cloudy, and Rainy). To control the weather, you must build a Tall Grass:
Obtain two Castform Weather Charms (from Professor Tangrowth, Pokemon Center Terminals, or Lost Relics).
Place a Wooden Plate on a wall with the two Castform Weather Charms flanking it. Flip both charms to their Sunny Form.
Set a plate of food (such as a Leppa Berry) as an offering.
Bring a Pokemon with the Burn specialty to the site. The Pokemon eats the food and performs Sunny Day, triggering sunshine in the area.
Build a Tall Grass habitat (Tall Grass x4) nearby. Charmander appears as a Common visitor under sunny conditions.
If you do not yet have a Burn-specialty Pokemon to trigger Sunny Day, you may need to wait for natural sunny weather or obtain one from another source first. Litwick, Torchic, and Growlithe are other early Burn-specialty options.
Burn Specialty
The Burn specialty is one of the most practical specialties in Pokopia. Charmander can:

Tips
Charmander is one of the first Burn-specialty Pokemon you can recruit. Prioritize triggering Sunny Day early so you can start baking Bread and smelting ore.
Station Charmander near your crafting hub (Furnace, Bread Oven, Workbench cluster) for maximum utility.
If you already have another Burn-specialty Pokemon like Growlithe, you can use it to trigger Sunny Day and attract Charmander from the resulting weather change.
Charmander's Burn specialty is needed to craft Bread Bowls, which are required to wake Gyarados in Sparkling Skylands.
Set up Tall Grasss in every region to keep a steady supply of sun-exclusive Pokemon spawning.
