Overview
Provisioner's Shops are the general goods stores found in towns, settlements, and outposts across Pywel. Unlike blacksmiths or tailors, provisioners carry everyday consumables, gathering tools, crafting supplies, and inventory-expanding Small Bags. Most provisioners restock their inventory at in-game midnight (0:00), making them reliable sources for items that sell out quickly.
There are 17 confirmed Provisioner's Shop locations spread across the map. Inventories vary significantly by region and settlement size, from large city shops with 35 to 40 items down to small outpost stalls with 4 to 7. Visiting provisioners in new regions is worth the trip, as some carry items unavailable at earlier shops.

Restock and Availability
Provisioner inventories restock at in-game midnight (0:00). Limited-stock items such as Small Bags, gathering tools, and crafting materials refresh at that time. To trigger a restock without waiting in real time, rest at a bed or campfire and advance the clock past midnight. Vendor availability is also tied to story progression. Settlements under hostile faction control may have limited or no provisioner access until liberated through faction quests. If a provisioner in the table above is unavailable, check whether the settlement has been liberated yet.
Notable Purchases
A few items sold at provisioners stand out as priorities regardless of where you are in the game.
Kinetic Boat (10,000 copper) at Delesyia (Maidon): The only provisioner that sells a water transport item. If you need a boat and do not already own one, Maidon's shop is the only place to buy it from a provisioner.
Small Bags (50 copper each): Every provisioner stocks Small Bags. Buy them from every shop you visit. Each bag adds one inventory slot, and capacity is hard to come by early on.
Gathering Tools (Pickaxe, Logging Axe, Shovel, Mallet): Buy these at the first provisioner you encounter. The Pickaxe and Logging Axe unlock mining and logging immediately. All four tools are available at most mid-to-large provisioners.
Fishing Rod (15 copper): Cheap and available at most provisioners. Pick one up early and keep it in your inventory for opportunistic fishing whenever you pass a body of water.
Empty Bottles (2 copper each): Stock these in bulk whenever you visit a provisioner. They are required for alchemy recipes and are cheap enough to buy out the entire supply.
Tips
Buy out Small Bags at every provisioner you visit. Even if your inventory is manageable now, the bags stack over time. Running out of space during an expedition forces you to drop loot or travel back early.
Plan around restock timing. If a provisioner is out of bags or tools, rest at a nearby campfire to advance past midnight and return. You can usually buy out a fresh supply within a few minutes of real time.
Delesyia's Maidon is worth a visit for the Kinetic Boat. If you want water mobility without crafting one, Maidon is the only provisioner source.
The Scholastone Research Institute has the widest specialized inventory. With seven merchants and 37 items, it is the best stop for crafting supplies related to research and alchemy.
Build vendor trust for lower prices. Greeting provisioners daily and gifting them items from bandit camp drops raises trust over time. Higher trust unlocks discounts and trade agreements that can expand their supply to your Greymane Camp.
Small shops are still worth checking. Even tiny provisioners like House Elemore (Verick, 4 items) or Kharonso (Maeron, 6 items) restock Small Bags at midnight. If you are passing nearby, the detour takes under a minute.
Gathering Tools
Gathering tools purchased from provisioners are the primary way to unlock resource-gathering activities in the early game. Each tool enables a specific skill; without the tool in your inventory (or equipped in your quick slot), the associated gathering prompt does not appear.
