Overview
Fishing Rod is a Toy-category item in Pokemon Pokopia. It is a functional tool used to construct five different fishing habitats, each of which attracts water-dwelling Pokemon when placed next to the correct water type and a seat. The in-game description reads: "A must-have item for fishing up Pokemon. Set one by the water and wait patiently for a bite!"
Fishing Rods are unlocked relatively late in the game because they require access to the PC Shop in Palette Town at a high Environment Level. Once acquired, they enable habitat types that are the only way to befriend certain fishing-only Pokemon.

The PC Shop method is the most reliable. Save up Life Coins and raise Palette Town's Environment Level to 3 to unlock the listing. Stock up on multiple rods if you plan to build several fishing habitats simultaneously.
Fishing Habitats
Every fishing habitat follows the same basic formula: one Fishing Rod, one seat (chair, stool, or similar), and one unit of the correct water type. The water type determines which Pokemon the habitat attracts.

To collect different water types, use the Suck Up Liquids ability taught by Paldean Wooper. Ditto can inhale ocean water, hot-spring water, mud, or lava and carry it elsewhere to start a new fishing habitat. Regular fresh water for the standard Fishing Pond can be produced with Water Gun.
Using the Fishing Rod
Unlike the Jump, Cut, or Surf abilities, the Fishing Rod is not a move that Ditto uses directly. It is a furniture-style item placed in the world. Once a Fishing Rod, a seat, and the correct water type are placed in proximity to one another, a sparkle confirms that the habitat is complete and the first Pokemon will arrive.
You do not need to actively fish. Time passes while you work on other tasks, and the Pokemon will appear on its own. Interact with it and lead it to a furnished house to invite it to move in.
Tips
Build all five fishing habitats as soon as you can afford five rods. Each one attracts different Pokemon that cannot be encountered anywhere else.
Keep at least one fresh-water Fishing Pond near your main settlement for early access to Slowbro and Slowking, both of which have useful specialties.
The Magma Fishing Spot is the hardest to set up because it requires lava, which is only accessible in Rocky Ridges and certain Dream Islands. Plan the trip when you are ready for Arcanine.
Appraising Large Lost Relics has a small chance to drop a Fishing Rod. If you are exploring and short on Life Coins, bring relics to Professor Tangrowth regularly.
Fishing Rods can be crafted into duplicate habitats; there is no limit to how many fishing spots you can run simultaneously.
