The Brethren of the Coast provisioner stocks Whiskey once you reach Faction level 3, priced at 10 Piastre per bottle. The camp restocks over time, so reputation grinding with this faction is the most dependable supply line for ranged builds that lean on grog.
Whiskey is rare in the Caribbean, which is reflected in how it drops. Supply caches at Blackbeard outposts yield 1 to 3 bottles at roughly a one-in-three chance, and buried treasure chests sometimes hold a small stash (three bottles in one documented haul). Faction quest chains such as the Underground Network also reward several bottles at once. Because each Gunroom Grog only needs two Whiskey, even a handful of looted bottles goes a long way.
