The Ranged Weapons of the World Vol. IV book is sold by the Back Alley Shop vendor in Tashkalp. The vendor only opens his back-alley shop after you complete the Lifted Fog quest chain, which starts once you liberate the city and speak to the guard on the outskirts. The book itself costs 250 silver and sits near the bottom of the vendor's stock alongside his ranged-shield and two-handed volumes.
Vol. IV is one of the books in the game that require you to step through every page. Open the book from your inventory, learn the first recipe, then turn the page and keep learning until you have worked through the whole book. Closing it after the first recipe only gives you the first bow; the other three recipes are locked behind pages you never flipped.
With the full book learnt, any Smithy (including the upgraded camp smithy) can craft the following level 4 bows:
Tommasoan Bow: attack-speed category, the same serpent-styled bow sold pre-refined at the Tashkalp equipment shop.
Shadowleaf Bow: a dark leaf-patterned bow.
Tardic Bow: another visually distinctive level 4 option.
Bow of Fleeting: the fourth recipe in the book.
All four recipes require Fine Timber and regular Timber as base materials. Stat-wise the crafted bows land in the same refinement stat tables as other bows in their categories, so the book's real value is the visual variety rather than a raw power jump.
