Location
The Dock habitat must be built near a coastline since it requires ocean water tiles. Look for beaches or shoreline areas where you can extend walkways toward the water. Any island with a coastal edge should work.
How to Befriend
To befriend Azumarill, build the Dock habitat at a coastline by placing four walkway tiles, a powered streetlight, and positioning the setup near ocean water. Since Azumarill is a Rare visitor, it will take more time to appear compared to Marill, which is a Common visitor at the same habitat. Check back regularly and be patient. Once Azumarill spawns, walk up and interact with it.
