Where to Obtain
Butcheries: The meat vendor in Hernand (a green goblin woman on the southwest edge of town) stocks 12 Tough Meat. A second butcher becomes available in Pailune starting in Chapter 7.
Hunting: Tough Meat drops from skinning large animals like deer. Groups of 5 or more deer can be found in wooded areas, with each yielding 3 to 4 meat pieces.
The Hernand meat vendor restocks her inventory every night at midnight (in-game time).
Cooking
All raw meat types (Tough Meat, Lean Meat, Fine Meat, Tender Meat, Marbled Meat) produce the same Grilled Meat when cooked, which restores 80 Health. This makes Tough Meat one of the most cost-effective ingredients since it is the cheapest meat type.
