Naval Tactics are the five Ship Combat Order items you equip in a ship's dedicated tactics slot. Every ship class (Brig, Frigate, Ketch, plus Brethren and Blackbeard variants) accepts tactics, and every tactic fits every hull, so the choice is purely about playstyle and reputation grind rather than hull compatibility.
All five tactics are Rare rarity and all five are sold by the Smugglers of Port Royal Provisioner at Level 3 faction reputation for Piastre x500 each. You can only run one at a time, so swapping tactics requires a stop at a Wharf.

Every naval tactic is bought at the Smugglers of Port Royal Provisioner once Smugglers of Port Royal reputation reaches Level 3. The price is fixed at 500 Piastre per tactic, so buying all five costs exactly 2,500 Piastres. The vendor does not gate later tactics behind higher ranks; once the Provisioner is at Level 3 all five are available simultaneously.
Reaching Level 3 with the Smugglers is the single biggest reputation investment in the faction system for most captains, because nothing else in the game replicates the Naval Tactics effects. Other factions (Buccaneers, Brethren of the Coast) sell cannon variants and ship plans that overlap with craftable equipment, but the Smugglers are the only source of tactic unlocks.

After the early Tortuga story beats expose multiple faction provisioners, captains usually face a choice about which faction to grind first. The Buccaneers sell faction-variant 12-pounder cannons that overlap with the base Cannons you can already craft. The Brethren of the Coast sell ship blueprints like Ship Design: Brig and Ship Design: Frigate. The Smugglers of Port Royal are the only vendor in the entire game that sells Naval Tactics.
Because Naval Tactics are a brand-new equipment class with no craftable substitute, grinding Smuggler reputation to Level 3 for the tactics slot is widely considered the highest-impact faction unlock in the mid-game. The tactics apply a whole-ship passive for as long as the slot is filled. Unlike a Grog (which runs on a timer and eventually expires) or a cannon upgrade (which only buffs that one cannon's fire), a slotted tactic keeps its effect active for the entire time the ship is at sea.
Naval Tactics are priced in Piastre, and most players reach Level 3 Smuggler reputation before they have the Piastre stockpile to buy any of the five tactics. The practical Piastre sources, ranked by relative yield:

The Smuggler Fender at the Smuggler Archipelago specifically buys Ancient Chalices, Ancient Incense Burners, Pots with Golden Horns, Gold Masks of the Priest, Gold Temple Jugs, and Gold Vases of the Chief. Artifact turn-ins are the most efficient Piastre source once you know which Fender wants which artifact class.
Because all five tactics are Level 3 and the same price, the order of purchase should follow your playstyle rather than any in-game unlock order:
Exploration-heavy build: Start with Naval Tactics IV: Shipshape for the out-of-combat hull regen.
Outnumbered-fight build: Start with Naval Tactics V: Silence the Guns for the Broken Rythm suppression debuff.
Close-range pressure build: Start with Naval Tactics II: No Quarter for the 30% hull heal on nearby kills.
Long-expedition build: Start with Naval Tactics III: Stretch the Supply to stretch every Grog and Repair Kit you carry.
Alpha-strike build: Start with Naval Tactics I: Ambush for the +130% first-volley damage after a 2-minute idle window.
Tactics equip into a dedicated ship slot at the Wharf. Only one tactic is active at a time, so swapping tactics requires docking and entering the Wharf equipment screen. Tactics stay equipped across logouts, zone transitions, and death, so you do not need to re-slot a tactic after each play session.
Planning which two or three tactics to own before spending Piastre is worth a few minutes of thought. The Smugglers do not refund tactic unlocks, and 500 Piastre is enough of a commitment that buying a tactic you cannot slot is a sunk cost.
