Buy Naval Tactics V: Silence the Guns from the Smugglers of Port Royal Provisioner at Level 3 reputation with the Smugglers of Port Royal faction. The purchase costs Piastre x500 per copy, and a single copy unlocks the tactic permanently for that character.
Reaching Smuggler reputation Level 3 typically goes through the Smugglers of Port Royal faction quest chain and ongoing Bounty Agent turn-ins. Each of the five Naval Tactics carries the same Level 3 requirement and the same 500 Piastre price, so order of purchase is a budgeting and playstyle question rather than a progression gate.
When to Use
Silence the Guns shines in 1v2 and 1v3 engagements. Applying the Broken Rythm debuff to one enemy ship reduces its return fire while you focus a second ship, which swings outnumbered fights from risky to winnable. The 30-second duration is long enough to cover a full exchange with a single target before the debuff drops.
Equipping and Swapping
Combat orders slot into a dedicated ship Naval Tactics slot at the Wharf. Only one tactic is active at a time, so swapping tactics requires docking and entering the Wharf equipment screen. Tactics stay equipped across logouts, zone transitions, and death; you do not have to re-slot them after each session.
Roster and Cost
All five Naval Tactics share the same unlock requirement, Level 3 reputation with the Smugglers of Port Royal, and the same flat cost of 500 Piastre per copy. Because the gate and the price are identical, the only decision is which order to buy them in, which comes down to how you fight rather than how far you have progressed. Silence the Guns is the fifth order in the set.

Pairing Notes
Silence the Guns is a defensive tempo tool: the Broken Rythm debuff cuts an enemy ship Reload Speed by 20% and Damage by 20% for 30 seconds, so it shaves incoming fire rather than boosting your own. That makes it strongest on a durable hull that wants to outlast a crowd, for example a Brethren Brig or Brethren Frigate tank build, where the extra survivability buys time to whittle down multiple targets. On a fast Blackbeard Ketch hit-and-run loadout the debuff still helps, but the speed-focused hulls often prefer a tactic that adds offence. Since only one tactic can be slotted at the Wharf at a time, keep a couple of orders unlocked and swap between them as the encounter demands.
