Overview
Flower Backpack is a paintable decoration introduced in Pokemon Pokopia during the More Spores for Hoppip Event. Despite the name suggesting wearable accessory, it is a placeable furniture decoration. It is one of three required components for the Field-Trip Friends habitat that attracts Skiploom.
In-game description: "The big flower makes this backpack stand out! Looks like it could hold everything you need for a picnic."

How to Obtain
During the More Spores for Hoppip event, exchange 5 Cotton Spores at the Pokemon Center event shop. Stock is unlimited during the event window.
After the event ends, the Flower Backpack can no longer be purchased but can still be duplicated via the 3D Printer if you photograph one before the event closes.

The Flower Backpack is one of three required items for the Field-Trip Friends habitat:

Tips
The Flower Backpack supports two paint areas, so you can match it to the Hoppip Water Bottle and Lunch Box (which are also paintable) for a coordinated picnic look.
Pokemon that like Containers, Cute, Pretty flowers, or Soft stuff gain comfort when this item is placed in their home.
