There is a daily limit on petting: you can pet your horse up to five times per in-game day, and each pet interaction grants a small amount of trust experience. Before approaching any of the three, unlock a nearby Abyss Nexus teleporter. If a horse runs away during the taming attempt, fast-traveling out and back resets the herd's spawn so you can try the encounter again from scratch instead of waiting on the open-world respawn timer.
Once you mount the legendary horse, rotate the camera so it sits on top of the horse and looks straight down at the back. This third-person overhead angle makes it much easier to see exactly which way the front legs are pointed during the bucking phase.
