Overview
Rebellion or Revolution is the penultimate main quest in Chapter 2: Golden Greed. Kliff goes to meet Shakatu in the Hernand Highlands to confirm the details of everything that has happened: the livestock thefts, the kidnapping, the burning house, and the Goldleaf Merchant Guild's involvement. Shakatu reveals his own position and asks Kliff to help eliminate Kailok the Hornsplitter once and for all.

Walkthrough
Travel to Shakatu's Location
Follow the quest marker into the Hernand Highlands. When you approach the marked area, Kliff automatically dismounts and continues on foot toward Shakatu's position.
Defeat the Guards
A group of soldiers is stationed near Shakatu's tent. They attack as you approach. The fight is brief; these are standard guards rather than a challenging encounter. Clear them out before proceeding.
Speak with Shakatu
After the guards are down, Shakatu becomes available to talk. A cutscene plays where he apologizes for the hostile reception and explains the situation from his perspective. The Hornsplitter has corrupted the guild from within, using bribed officials and bandits to control the Hernand countryside while enriching himself.
Shakatu asks Kliff directly to help him take down the Hornsplitter. The two of them walk to the edge of a cliff for a longer conversation where Shakatu makes his case. Kliff agrees, and the quest concludes.
Notes
The guard fight is unexpected since you are technically coming to meet an ally. The game does not explain whether these are Kailok's men or just suspicious sentries. Either way, they are not difficult.
This quest is mostly story setup. The payoff comes in the next and final quest of Chapter 2, where Kliff confronts Kailok at the Goldleaf Guildhouse.
Pay attention to the cliffside dialogue. Shakatu's description of the Hornsplitter's operation provides useful context for understanding why the Chapter 2 boss fight matters to the region's politics.
