Overview
"Mercenary" is not a distinct enemy class in the current Windrose build. Pirate-camp enemies use the "Sailors" label in the game's internal terminology, and the broader faction is covered under Pirate Camps. Hireable Workers




Beyond the enemy redirect above, the word mercenary in Windrose most often refers to the four hireable workers a player can recruit and assign to crafting stations. Each worker costs 500 Piastre at recruitment, lives at a fixed location tied to a faction, and provides an ongoing perk while assigned to the matching station. Workers are not part of the boarding crew; they cannot board enemy ships and they do not contribute to combat. They are passive station upgrades.

Where to Find Each Worker
Rosalinda Mercer stands at the alchemy bench corner of the Tortuga main square. She is the easiest to recruit because most early questlines route through Tortuga before any other base. Her Alchemist perk applies when she is assigned to an alchemy station: purple elixir crafts have a chance to proc additional purple elixir output. The Hotfix 0.10.0.4.268 patch on April 30, 2026 fixed an earlier bug where the perk was incorrectly proccing blue elixir; current builds correctly grant purple. Players using poison or healing-elixir loops should prioritize her assignment over generic alchemy slots.
Jasper Crowe also lives on Tortuga. He is found in the cloth-and-leather workbench district near the harbor side. As a Tailor, his perk applies to cloth and leather armor crafts at the corresponding workbench. He is the natural pairing for any Cloth or Leather Armor Sets build, which means most Marksman Set or Tracker Set players will end up assigning him before pivoting to other crafters.
Black Axel is a common point of confusion. He is not on Tortuga proper; he lives at the People of Tortuga main camp on a separate island a short sail away. The mistake is easy to make because the faction shares a name with the city. Reaching the camp is the natural progression after early Tortuga questlines, and Black Axel's Cook perk applies when he is assigned to a cooking station. Mortar Joe lives at the Brethren of the Coast main base, which is one of the harder factions to reach for players who have not yet built up Reputation. As a Powderman, his perk applies to gunpowder and ammunition crafting at the matching station. Players running the Homemade Gunpowder loop for cannons or firearms will see the largest impact from his assignment.
Faction Affinity and Reputation Gates
Each worker is tied to a faction. Hiring is gated by faction-friendly status; players hostile to a faction cannot recruit its associated worker until reputation is repaired. The four Factions in the game (Buccaneers, People of Tortuga, Smugglers of Port Royal, Brethren of the Coast) align with the four hireable workers as follows: Buccaneers host Rosalinda Mercer (Alchemist) and Jasper Crowe (Tailor) at the Tortuga main square; People of Tortuga supply Black Axel (Cook) at the nearby island camp; Brethren of the Coast field Mortar Joe (Powderman) at their base. The Smugglers of Port Royal have no associated mercenary worker in the current build.
How Worker Assignment Works
After recruitment, each worker is added to the player's assignable roster. Assignment is per-station, not per-base; each worker can be assigned to one matching station at a time and the perk applies only while assigned. Reassigning is free and instantaneous. Workers do not consume food, do not require a bunk, and do not draw aggro from raids; they are non-combat NPCs. Their perk effects stack with bench upgrades but not with each other (assigning two cooks is not possible because there is only one Cook worker).
