The Brethren of the Coast faction's main island hub. Houses Benjamin Hornigold, the faction Provisioner, Buyer, Bounty Agent, and the hireable worker Mortar Joe (Powderman). Procedurally placed in Brethren of the Coast Waters.
The Brethren of the Coast Main Base is the faction hub for the Brethren of the Coast. It is located on a separate island (not on Tortuga), typically in or near a swamp region on the south side of the jungle biome. Every Windrose world is procedurally generated, so the exact coordinates differ between saves, but the base is always reachable by sailing the Brethren of the Coast Waters marked on the world map.
The base sits on a separate island within Brethren of the Coast Waters. From Tortuga, sail south-southeast along the Brethren-marked sea lanes; the base's island shows as a map marker once close enough. The faction main questline points toward the base in its middle chapters.
Because Windrose worlds are procedurally generated, the exact distance from Tortuga and the exact island shape differ between saves. Drop a Fast Travel Bell near the base as soon as it is reachable to avoid resailing every visit.
NPCs and Services
The Brethren of the Coast Main Base stations the same service NPCs that every faction main base carries: a Provisioner for rep-gated shopping, a Buyer for faction-specific sales, and a Bounty Agent for reputation turn-ins. On top of that, Mortar Joe is a hireable worker unique to this base.
Benjamin Hornigold - faction leader of the Brethren of the Coast and a central figure in the faction's main questline.
Brethren of the Coast Provisioner - sells Ship Des plans (Brig, Frigate), crafting materials, drinks, and Brethren-themed style books.
Brethren Buyer - accepts faction-preferred trade goods in exchange for Piastre.
Brethren Bounty Agent - takes reputation items (turn-ins) to push the player's standing through reputation tiers 2, 3, and 4.
Mortar Joe is a hireable Powderman worker. For 500 Piastre, he can be assigned to the Millstones station for a 50% bonus to Gunpowder production.
Reputation and Unlocks
Like the other faction hubs, the Brethren base gates its best stock behind Faction Reputation. Standing climbs through tiers at 0, 100, 400, and 1000 reputation, and the Brethren Bounty Agent is where you turn in reputation items to push to the next tier. Higher tiers open better ship plans and style books at the Brethren of the Coast Provisioner, so repeated visits pay off as your standing grows.

Why Visit Early
Mortar Joe is the most firearm-impactful worker in the game. Ranged builds and boss-melter Blunderbuss specialists burn through gunpowder; a 50% production bonus at the Millstones directly doubles the sustain of any gunpowder-heavy loop. Hiring him requires 500 Piastre and physically reaching this base.
The Brig Ship Des plan (sold here at Rep 2) is the first combat-ready hull above the starter Ketch. Any build planning to move past Coastal Jungle quickly needs the Brig plan from the Brethren Provisioner, which means this base is a natural early-mid stop.
Other Faction Bases
Windrose has four factions, each with its own hub. The Brethren base is the home of the Brethren of the Coast, while the People of Tortuga, the Smugglers of Port Royal, and the Buccaneers run their own bases and reputation tracks. Raising standing with one faction does not block the others, so most crews work several reputation lines in parallel to unlock the full ship and gear roster.
