High-Mobility Power Device Research is offered by the Delesyia Institute Research Assistant at the Delesyia National Institute, which sits on the northeastern side of Delesyia next to Delesyia Castle.
Unlock Requirements
You cannot access this research until Delesyia Castle is liberated, which happens at the start of Chapter 12: The Abyss. Inside the research tree, it is reached via the standard prerequisite chain that branches off basic science. Costs the usual silver and a full in-game day of research time per stage.
What It Unlocks
The name suggests boosted mech mobility, but the boots themselves just add defense rather than speed or agility. The real prize is the Emergency Power Device, a consumable dispatch item that directly reduces the ATAG Mech cooldown by ten minutes, letting you call the mech in back to back for camp liberations and tough boss fights.

Priority depends entirely on whether you use the A.T.A.G. mech in combat. If you do, High-Mobility Power Device Research is the single most useful node at the Delesyia National Institute after Mechanical Anatomy Research because it lets the mech become a repeatable tool rather than a once-every-twenty-minutes panic button. If you never summon the mech, the boots alone are not worth the silver and the node can be safely deprioritized.
Tips
Complete this research, then queue Emergency Power Device dispatches at the Greymane Camp so a steady supply is waiting when you need to re-summon the mech.
The Boots Mk II and Mk III add the same kind of flat defense as the A.T.A.G. Plating Mk I and higher plating tiers. They do not stack movement buffs.
Pair the mech cooldown reset with the best arm attachment available: A.T.A.G. Laser from Weapon Heat-Treatment Research for single-target, or an Electromagnetic Flamespitter for AoE.
The mech remains one of the strongest tools for liberating camps, so having a cooldown reset on standby is particularly valuable during chapter 12 base clears.
