The percentage bonus is identical on every firearm, but the real-time saving is largest on guns with the slowest native reload. The Musket gains the most wall-clock time, the Pistol the least.

Math Example
A Musket Active Reload of 5 seconds at rank 0 becomes 3.75 seconds at rank 3 Quick Hand (+25% faster). Over a 60-second boss phase that normally fits 10 shots, the faster reload fits 12 shots, a 20% uplift in shots-per-fight.

Does not affect Passive Reload, which ticks automatically during melee or other non-firing actions. Use Planning Ahead for Passive Reload scaling.
