Overview
It might contain a pearl.
Closed Scallop Shell is a Common miscellaneous item in Windrose. Scallop shells are found on beaches and drop in bulk from the Ashlands Ruins starting chest. The scratched tooltip reads "Found on the beach," and the second flavor line ("It might contain a pearl") describes the item's purpose: opening a closed scallop has a chance to yield a pearl that can be used or sold.

Vendors and Pricing
Closed Scallop Shell is not bought or sold by any vendor. The value of the shell comes from opening it in inventory.
Loot Sources
The Ashlands Ruins starting chest is the guaranteed source. The drop is a full 20-shell stack on the first open, which fills one inventory slot in a single pickup.

How to Use
Open a Closed Scallop Shell from the inventory screen to check for a pearl. Not every shell contains one, so the practical approach is to batch-open a full stack in a single session rather than cracking them one at a time. Pearls are then either used as a crafting ingredient for jewelry plans (where those exist) or sold to vendors for Piastre.
Because the stack limit is 20 and the starting chest overflow is also 20, the one-slot inventory footprint is convenient for stockpiling between visits to craft stations.
Tips
Combine scallop shell runs with Coin Pouch opens from the same chest for a single post-pickup inventory pass.
Closed shells can also be found on the beach as foreground clutter, not just in the starter chest. A sweep of coastal sand on a new island usually surfaces another two or three shells to add to the stack.
Opened shells (pearl or empty) cannot be re-closed. There is no reset mechanic, so the shell is consumed once opened.
