An alchemicy ingredient. However, this small, round, sturdy item may be useful elsewhere.
Pearls are an unusual entry in the Ammo item category: they are filed under Ammo in the item catalogue but they are not fired from any firearm. Instead they are consumed at the alchemy station as a reagent for Elixir of Cruelty. Pearls are a guaranteed thirty percent drop from drowned variants and Thorn Fiddlers, so running the coastal mob routes reliably supplies one or two per encounter. Keep a dedicated stash outside your firearm loadout: the Ammo tag on the tooltip can trick a player into selling them off as surplus bullets.

Pearls are loot-only and cannot be crafted. They drop at a flat 30% rate from drowned variants on coastal islands and from Thorn Fiddlers in swamp areas.

The in-game description notes that Pearls are found inside scallop shells; however, the version 0.10.0 drop table attributes Pearls to the drowned and Thorn Fiddler loot tables, not to harvestable scallops on the shoreline. Treat the shell reference as flavor text rather than a harvesting hint.

Because the only current use is the Elixir of Cruelty recipe, the effective pearl ceiling scales with how many copies of that elixir you plan to stockpile for combat buffs. Most players accumulate more pearls than they will ever spend by the time they finish the Coastal Jungle content tier.
Farming Notes
The most efficient pearl farm is a Drowned patrol route along the starting island's beaches: drowned pods respawn on the daily reset and the 30% drop rate aggregates quickly across a single run. Thorn Fiddlers are a slower secondary source because they are tougher and less densely packed, but they yield other swamp loot alongside pearls.
