Ho-Oh is a legendary Fire/Flying-type Pokemon in Pokemon Pokopia, registered as Pokedex #298. Known as the Rainbow Pokemon, Ho-Oh periodically flies overhead during sunny weather and drops Rainbow Feathers that players can collect. Ho-Oh can be registered in the Pokedex by crafting the Clear Bell and using it to summon Ho-Oh after befriending all three legendary beasts (Raikou, Entei, and Suicune).
Even after registration, Ho-Oh cannot be brought into a habitat or housed in a building. It remains a flyby legendary that passes overhead and continues to drop Rainbow Feathers.

Ho-Oh flies overhead during sunny, clear weather. It can appear above any of the five islands. When Ho-Oh arrives, it emits two loud cries audible across the entire zone, then drops a Rainbow Feather as it passes. Ho-Oh appearances are uncommon, so each sighting matters.
When a Rainbow Feather lands, it creates a column of smoke and flames on the ground. This visual cue is visible from a distance and marks exactly where the feather has fallen. The flames mean the feather is too hot to pick up directly.
Watch for the smoke and flame column on the ground after hearing Ho-Oh's cries.
Run to the column before it disappears. There is a limited collection window.
Use Water Gun on the flames to extinguish them and cool the feather down.
Pick up the Rainbow Feather from the cooled spot.
If you do not reach the feather in time or fail to use Water Gun, the feather burns away and is lost. Always keep a Pokemon with Water Gun available while exploring during sunny weather.
The Clear Bell is a special craftable item that allows you to summon Ho-Oh and register it in your Pokedex. The recipe is unlocked by befriending all three legendary beasts: Raikou (#290), Entei (#291), and Suicune (#292).

Before you can craft the Clear Bell, you must befriend all three legendary beasts. Each beast has a different encounter method:

Craft the Clear Bell at a Workbench after unlocking the recipe.
Place the Clear Bell in an elevated, open area with a clear view of the sky.
Wait for Ho-Oh to fly overhead during sunny weather.
Ring the bell while Ho-Oh is visible to trigger a special cutscene.
Ho-Oh descends and is registered in your Pokedex as entry #298.
After registration, Ho-Oh cannot be brought into a habitat or assigned tasks. It continues to fly overhead during sunny weather and drop Rainbow Feathers, which can still be collected and traded.
Rainbow Feathers can be traded to Gimmighoul at the Museum in Rocky Ridges. Gimmighoul's first interaction specifically requests a Rainbow Feather as the initial trade. After that, both Rainbow Feathers and Silver Feathers are accepted.
Each trade exchanges one feather for a random piece from the Pop Art furniture collection:

Since rewards are random, you may receive duplicates before completing the full set. Keep collecting feathers and trading until you have all five pieces.
Ho-Oh appearances are uncommon by default. Two methods can increase the frequency of sightings:

The "Gather Mysterious Feathers" Daily Challenge requires collecting both a Rainbow Feather (from Ho-Oh) and a Silver Feather (from Lugia) in the same day. Completing this challenge rewards 200 Life Coins. This is one of the harder daily challenges because it requires both sunny and rainy weather in a single day, along with favorable legendary spawn timing.
To attempt this challenge, start with whichever weather condition is naturally occurring, collect that feather, then use Humidity manipulation (Rain Dance Sites or Sunny Day Sites) to shift the weather for the second feather.
Always carry a Pokemon with Water Gun when exploring during sunny weather. Missing a Rainbow Feather because you lacked Water Gun is frustrating since Ho-Oh appearances are infrequent.
The smoke and flame column is visible from a considerable distance. Scan the horizon frequently while exploring in sunshine.
Start collecting Rainbow Feathers early, even before you have the Clear Bell recipe. You need 5 feathers for the bell, and Ho-Oh appearances are uncommon.
Prioritize befriending Entei and Suicune on Dream Islands as soon as you can. Raikou is obtained through the story, but the other two beasts require dedicated Dream Island trips with the correct Dolls (Arcanine and Eevee).
Rare Pokemetal is the harder material to stockpile for the Clear Bell. Farm Pokemetal Fragment blocks on Dream Islands (use a Dragonite Doll for Sky Dream Islands) and hope for rare drops.
Trade your first Rainbow Feather to Gimmighoul at the Rocky Ridges Museum to unlock the trading system. Save subsequent feathers for the Clear Bell recipe.
Ho-Oh's parallel counterpart is Lugia, which appears during rainy weather and drops Silver Feathers collected with Cut. Lugia requires the Tidal Bell (crafted after befriending the three legendary birds) instead of the Clear Bell.
