Workbench stations are general-purpose crafting tables in Windrose. They handle carpentry, simple repairs, and the ingredient steps of larger crafts. The base Workbench is one of the first stations you build, and the rest of this group are upgrades that raise its tier rather than separate benches you craft from scratch.
How the Tier System Works
The Workbench is never rebuilt into a bigger model. It stays the same physical structure from your first hour to the endgame. To raise its level you place a separate upgrade structure within the same Bonfire radius, and the parent Workbench then unlocks the new recipes tied to that tier. There are three levels in total. The base Workbench is Level 1. Adding the Sawhorse brings it to Level 2. The Toolbox and the Tool Shelf are the Level 3 attachments.
All of these attachments can share a single Bonfire circle with each other and with other stations, so most bases end up with a tight cluster of upgrades around one Workbench rather than scattered benches. You do not interact with the Sawhorse, Toolbox, or Tool Shelf directly; their presence inside the radius is what flips the parent Workbench to the higher tier.

What Each Tier Unlocks

Recommended Build Order
Build the base Workbench inside your Bonfire radius as soon as you have a little Wood.
Add the Sawhorse next; most players prioritize it because the Level 2 pickaxe opens up Sulfur and therefore gunpowder.
Slot in the Tool Shelf and Toolbox once you reach the Foothills and start needing higher-tier bags and gear. Both share the same Bonfire circle as the rest of your stations.
