Overview
Tool Shelf is a Workbench upgrade extender and one of the two routes to a Level 3 craft station. It snaps onto an existing Workbench and widens its craft list with the higher-tier tool recipes gated behind a Level 3 bench. The Tool Shelf is the Hardwood path to Level 3, while the Toolbox is the smelted-metal path; either one takes the Workbench to its third level.

Construction Materials
The Tool Shelf is built from Hardwood, the Foothills-tier wood that drops from Divi-Divi trees. Because Hardwood is needed, the Tool Shelf is effectively locked behind reaching the Foothills and bringing a Copper-tier axe to harvest those trees.

Workbench Level 3 and the Toolbox
Both the Tool Shelf and the Toolbox raise the Workbench to Level 3; they are alternatives, not a sequence, so a single bench needs only one of them to reach the third level. The choice comes down to which materials you have on hand.

Reaching Level 3 also assumes the bench is already at Level 2, which the Sawhorse provides. The Tool Shelf and Toolbox sit on top of that Level 2 step.
Upgrade Path
Tool Shelf is an upgrade extender that snaps to a Workbench. Placing it inside the base station's extender footprint unlocks the Level 3 recipes on the base station's own craft list. It does not craft items on its own; the base Workbench handles all recipes, and the shelf simply raises the bench tier and the list of tools it can produce.
Placement Strategy
Build the Tool Shelf as soon as you return from the Foothills with Hardwood and want to skip the smelting chain that the Toolbox demands. Place it flush against the Workbench so it falls inside the bench's extender radius, and keep both inside Bonfire range or neither will function.
Tips
If you reach the Foothills before setting up a smelter, the Tool Shelf is the faster way to Level 3: five Hardwood is cheaper to gather than the Nails and Iron Ingots the Toolbox needs.
The shelf has no recipe menu of its own. Open the base Workbench craft list to see the Level 3 recipes the Tool Shelf unlocks.
Place the Tool Shelf flush against the Workbench footprint. If the shelf ends up outside the base station's extender radius, it will not register and the new recipes stay locked.
You only need one Level 3 extender per bench. Adding both the Tool Shelf and the Toolbox to the same Workbench does not raise the tier any further.
