The full chain triggered by this document runs as follows:
Raiders in Muiquun: Travel to Tash Kalpha and head out to the Muiquun settlement. Engage the Mist Cloud Owl Raiders occupying the area and clear them out, then report back to the guard.
Lawless Market: Begin the Lawless Market quest at the small settlement below the Tash Kalpha fast travel. Eavesdrop on the wagon-theft conversation, speak to the marked NPC, then steal and deliver three wagons to the fence.
Vendor Spawn: Fast travel to any abyss nexus to refresh the world state, then return to the question-mark icon at the Back-Alley Vendor at Mock Root Windmill to purchase the dye.
Where to Find It
The request is handed to the player by the Tash Kalpha guard the first time the player travels through the region and inspects the desert outpost board. Speaking with the guard is enough to receive the prompt; no contribution requirement applies, and the document arrives in the dedicated quest items section of the inventory.
Because the document is a quest item rather than a standard contract, it remains in the inventory after Raiders in Muiquun completes; the slot only clears when the full chain (including Lawless Market and the Pure Black Dye purchase) is resolved. Players who plan to skip the dye chain can keep the item in inventory indefinitely without penalty, but it provides no other gameplay benefit.
