Location
Milford operates the Hernand Wagon Fence, located east of Hernand along the Nas River. The fence is found on the road leading south of the Halssius Apothecary, at the Anvil Riverside Terrace.
Services
Unlike standard vendors who buy and sell goods over a counter, Milford deals exclusively in stolen wagons. Players who have stolen a cart or wagon by wearing a mask can drive the stolen vehicle to Milford's depot. When the player parks a stolen wagon at the fence, a cutscene plays automatically: Milford takes the wagon, hides it from view, and hands over payment. There is no haggling or inventory management involved.
The Hernand Wagon Fence is the earliest wagon fence players encounter in the game, making Milford the go-to contact for players starting to engage with the theft and crime system.

To steal wagons, players first need to equip a mask purchased from any Back Alley Shop for 10 copper.
Good locations for finding stealable wagons include the road near the Royal Trading Post north of Hernand Castle and the road east from Greymane Camp toward the Goldleaf Guildhouse.
Wagon theft is one of the more lucrative criminal activities in the game, but be aware that committing crimes increases your bounty.
