Eye of the Sky drops from the quest Nest of White Feathers, which opens up after Pailune is liberated in chapter 8 and the faction slate becomes available. The quest sends you up a marked hill to face the Queen of the Skies, a harpy-type boss.
The Queen of the Skies is described in the Rage Gaming guide as a straightforward ranged-focused fight. She is accompanied by a flock of mini-harpies and spends most of the fight airborne, only rarely dipping into melee range. The recommended approach is to stay on the marked hilltop and use ranged tools almost exclusively:
Charged archery shots for bulk damage while she drifts in the air.
Focus shots to rack up stun meter.
Accept that she does not have much health and is very stunnable, so fast stuns will close the fight quickly.
Consuming Eye of the Sky grants Knowledge of the Northern Region, which reveals the entire northern Pailune map in one go. For players who spent time manually scouting the region, this collapses a lot of backtracking into a single item pop. The quest also drops high-quality abyss gear alongside the key item.
