Fresh Water is a drink item in Pokemon Pokopia classified under the Food category. Its in-game description reads: "Delicious water that's perfect for making soup. Drink some and spit it out to make things wet." This short description captures both of its primary uses. Fresh Water serves as the required liquid base for every soup recipe in the game, and it can also be consumed and expelled by Ditto to create regular water sources in the environment.
Fresh Water has a Bland flavor, meaning it carries no flavor value on its own. The flavor of a finished soup is determined entirely by the other ingredients combined with it.

The primary way to get Fresh Water is from vending machines. Each powered vending machine dispenses one random drink per day, and Fresh Water is one of five possible results. The daily selection resets at 5:00 AM local time. If you do not receive Fresh Water on a given day, you can try again the next day or visit a different machine.
Vending machines require electricity to operate. You need to connect them to a power source (such as a windmill, waterwheel, or furnace) using Utility Poles. Alternatively, a Pokemon with the Generate specialty can temporarily power a machine.
Pre-built vending machines can be found in two areas early in the game:

Additional vending machines can be crafted using copper ingots, pokemetal, and glass, then placed anywhere in your settlements. The more machines you have powered up, the more chances you get each day to receive Fresh Water.

Fresh Water is the mandatory liquid ingredient for all six soup recipes in the game. You cannot make soup without it. Soups are prepared at a Cooking Pot placed on a Stove, which becomes available after freeing Chef Dente during the Rocky Ridges questline. Each soup requires one Fresh Water plus additional ingredients.
All soups share the same core effect: powering up the Water Gun transformation. The table below lists every soup recipe, the extra ingredients needed alongside Fresh Water, and the resulting flavor.

Eating any soup temporarily upgrades the Water Gun transformation. In its base form, Water Gun covers a 5-tile cross pattern. After consuming soup, the range expands to cover a wider area (approximately 9 tiles), making it much more efficient for watering crops and reviving dry grass. The boosted Water Gun is indicated by the PP gauge turning gold. The buff lasts until you deplete the powered-up PP.
Beyond cooking, Fresh Water can be consumed and spit out to place regular water in the environment. After drinking Fresh Water, Ditto holds the liquid in its mouth. Travel to the desired spot and press A to spit it out, creating a new water source on the ground.
This works similarly to the Suck Up Liquids ability learned from Paldean Wooper, but using a vending machine drink does not require you to have an existing water body nearby. This makes Fresh Water especially useful for placing the very first water source in a dry biome like the Withered Wasteland.
When spit onto flat ground, the water spreads outward in a circle. Near cliffs or edges, it may flow downward to create streams or waterfalls. Water placed on enclosed surfaces (such as a pit lined with blocks) stays contained as a pool. Spitting water onto open terrain without borders can cause it to spread unpredictably, so building an enclosure first is recommended.
Placing water near habitats raises the local humidity level, which benefits Pokemon that prefer humid environments. This makes Fresh Water a practical tool for fine-tuning habitat conditions.
Craft extra vending machines. Since each machine gives only one random drink per day, having more machines increases your daily chances of getting Fresh Water. Place them in clusters near your cooking area for convenience.
Save Fresh Water for soup. If you need regular water sources, it is more efficient to use the Suck Up Liquids ability to relocate existing water rather than spending your limited Fresh Water supply. Reserve Fresh Water for cooking, where it is irreplaceable.
Cook soup before large farming sessions. The Water Gun upgrade from soup makes watering crops significantly faster. Prepare a batch of Simple Soup (Fresh Water + any 2 food items) before tending to your fields.
Check machines daily. Vending machine stock resets at 5:00 AM local time. Make visiting your machines part of your daily routine to build up a reserve of Fresh Water for cooking.
