Notes with a Suspicious Symbol drop from House Celeste bounty targets when Kliff apprehends or defeats them. The same outlaw token also turns up on other wanted NPCs scattered around the map, so they can be collected over the course of normal House Celeste contracts.
Greymane Gift Function
The note works as a gift item that raises trust with Boris and other Greymane companions. Each handover typically grants about a +30 trust increase, which speeds up the relationship progress those companions key off.
Sell Price
