The fragment is a collectible piece of a treasure-route puzzle rather than a usable tool. Each scrap holds only part of a coordinate string, so a full set has to be assembled before the numbers point anywhere. It stacks to 99, which lets a crew hoard many partial scraps while hunting for the missing pieces.
