The Silph Co. Headquarters is a large derelict building located in Sparkling Skylands, the area that encompasses what used to be Celadon City and Saffron City. In the original Pokemon games, Silph Co. was the largest corporation in the Kanto region, famous for manufacturing Poke Balls and the Master Ball. In Pokopia, the abandoned headquarters contains some of the most important lore in the game and serves as the focal point for one of the longest and most resource-intensive quests in the entire adventure.
The building is sometimes referred to as the Skyland Building or the Celadon Department Store. It sits on a northern floating island within Sparkling Skylands, partially damaged but still standing. Through the "Rebuild the Huge Building" Important Request, players restore the structure floor by floor under the direction of Tinkmaster (a Tinkaton with the unique Engineer specialty). Completing the full reconstruction is what triggers the Mewtwo encounter on the rooftop.
Data logs found on terminals inside the Silph Co. building describe the Pokemon Conservation Project in detail. Before humanity evacuated Earth, Silph Co. engineers developed a massive digital storage system, essentially a giant PC Box, to preserve all Pokemon. The logs reveal that the project included a failsafe: if humans did not return after an extended period, the stored Pokemon would be automatically released into habitable areas.

This failsafe is what created the current state of the game world. The Pokemon players encounter throughout Pokopia were released from digital storage when the timer expired, finding themselves in a ruined Kanto with no human caretakers.
"Rebuild the Huge Building!" is an Important Request in Sparkling Skylands and one of the most significant quests in Pokopia. Unlike most Important Requests that involve completing smaller tasks for individual Pokemon, this quest requires players to gather large quantities of building materials and deliver them directly to the construction site. The quest spans three separate construction phases (2F, 3F, and 4F), each of which takes approximately one real-world hour to complete once materials are delivered.
Reach Sparkling Skylands by completing the "Time To Party" quest at Rocky Ridges.
Achieve Ultra Trainer Rank and complete all three prior towns.
Recruit Tinkmaster (Tinkaton) from her tower on a separate island. Reaching her requires the Glide ability (learned from Dragonite).
Learn how to make Concrete (taught by Conkeldurr). It is recommended to produce 99 Limestone immediately, as Concrete is needed in bulk across all three floors.
Build a Lift Platform to bring Tinkmaster and Professor Tangrowth to the building.
After arriving at the building with Tinkmaster, the player explores all four floors of the ruined structure. Tinkmaster then proposes a reconstruction plan. Each floor is rebuilt sequentially: deliver the required materials and assign the specified number of Pokemon helpers, then wait approximately one hour of real time for construction to finish. Once a floor is done, the next phase unlocks.
The first construction phase focuses on restoring the second floor. This is the simplest phase and introduces the core loop of gathering materials and assigning Pokemon.

The final and most demanding phase constructs the director's office on the top floor. This phase introduces Paper, Bricks, and Lumber as new materials and requires the largest workforce. Before construction can start, players must travel to Bleak Beach and recruit Peakychu (a Pikachu with the Illuminate specialty), who serves as the design consultant for the office.

After the fourth floor construction finishes and the building is unveiled, a strange noise draws the player to the rooftop. Taking the elevator to the top reveals a Master Ball sitting on the roof. When Ditto approaches it, the ball shakes and Mewtwo emerges from a dark portal. Mewtwo expresses relief that Pokemon, not humans, performed the construction work, then departs shortly after.
This is the first time players encounter Mewtwo in the story. After the cutscene, Mewtwo does not immediately join any village. Instead, players can visit Mewtwo again later on a Dream Island accessed via the Dragonite Doll. Mewtwo possesses the Teleport specialty, which allows fast travel to other Pokemon, and prefers dark environments.
Completing the quest and examining the Master Ball also raises the player's Trainer Rank to Master, the highest rank in the game. The quest formally concludes after speaking with Tinkmaster and Professor Tangrowth.
The Silph Co. building is located among the floating islands of Sparkling Skylands, sitting on a northern island accessible after building the Lift Platform. It is partially damaged but still standing, unlike many other structures in the area. Players can explore multiple floors, finding Human Records and data terminals that contain text entries from Silph Co. employees writing about the evacuation preparations.
The building's design is a callback to the Celadon Department Store from the original Kanto games. Although the structure in Pokopia is heavily ruined, its multi-story layout and prominent position in the skyline mirror the department store's role as the tallest building in Celadon City. The reconstruction essentially transforms the ruins into a functioning skyscraper once more.
The Team Rocket Hideout in the Withered Wasteland contains complementary lore about Team Rocket's role in building the evacuation rockets.
The S.S. Anne at Bleak Beach contains crew logs about the final days before the evacuation.
Professor Tangrowth's dialogue references waiting for humans to return, connecting to the Conservation Project's implied promise of return.
The Mewtwo encounter on the rooftop ties into the broader mystery of what happened to the humans, as Mewtwo appears to possess knowledge about their disappearance.
Explore every floor of the building before starting reconstruction. Some data logs are hidden behind breakable walls.
The building is accessible after reaching Sparkling Skylands. No special requirements beyond the normal area unlock.
Start crafting Concrete as soon as Conkeldurr teaches the recipe. The three floors require 90 Concrete total, which is the single largest material demand in the game.
Recruit Chef Dente from Rocky Ridges and Peakychu from Bleak Beach before collecting 3F and 4F materials. Both must be present at the building site before their respective floors can begin construction.
Each floor takes approximately one hour of real time to build. Players can adjust their console's clock to skip the wait, though this is not required.
Glowing Stones for 3F are found in the Rocky Ridges caves near where Rotom lives. Stock up on these during visits to that region.
For the 4F Paper requirement, look for five pieces of Wastepaper scattered on the ground outside the building. Give them to Metang or Trubbish (Pokemon with the Recycle skill) to convert them into usable Paper.
You can recruit up to 5 Pokemon at once to bring as helpers, so you may need multiple trips to assemble the full workforce for each floor.
