Paper is a processed material in Pokemon Pokopia described as "pristine white paper made from recycled wastepaper." It is created by giving Wastepaper to a Pokemon with the Recycle specialty. Paper is used in furniture recipes, building projects, and several quests throughout the game. It is classified as a Standard category item and is paintable, meaning players can customize its appearance after crafting.
Unlike many other processed materials that are produced through smelting, Paper relies entirely on the Recycle specialty. This makes it one of the few materials that cannot be mass-produced at a furnace. Players who plan ahead and station a Recycle-specialty Pokemon near their base will have a steady supply for mid-to-late game crafting and construction needs.
Paper is obtained by giving Wastepaper to any Pokemon with the Recycle specialty. Hold the Wastepaper in your hand and speak to the Pokemon, then select the first dialogue option and choose the amount you wish to process. The Pokemon will begin converting the Wastepaper into Paper, which takes some time to complete.
Each piece of Wastepaper produces two pieces of Paper, effectively doubling your material. This 1:2 conversion ratio makes Paper one of the more efficient materials to produce in Pokopia, provided you have a reliable source of Wastepaper.

Trubbish is one of the earliest Recycle-specialty Pokemon available, as it is a required recruit during the Bleak Beach storyline and can be attracted to the Trash Collection Site habitat. Metang becomes available later through the Professor's Apprentice Program habitat in Sparkling Skylands, which requires a Whiteboard, Jumbled Cords, Table, and Laptop to build.
Wastepaper is a ground-collectible item found in a few specific locations. Simply walk up to a piece of Wastepaper on the ground and interact with it to pick it up.

Sparkling Skylands is by far the best location for bulk Wastepaper collection. The floating islands are littered with Wastepaper, and the grey and purple trash blocks throughout the first two islands drop additional Wastepaper when broken. Since Sparkling Skylands requires Trainer Rank Ultra to access, Paper becomes readily available during the mid-to-late game.
Paper is used as a material ingredient in five confirmed crafting recipes. All of these items are crafted at a Workbench. Recipes can be obtained randomly by inspecting glowing water spots (which appear more frequently on Sundays) or purchased from the PC Shop's daily rotation.

Building a Mini Library to attract Gardevoir requires two Bookcases (4 Paper and 4 Lumber total). The Study Area habitat for Ralts and Kirlia needs a single Bookcase (2 Paper and 2 Lumber).
Paper is required for two major quests during the Sparkling Skylands chapter of the game.
The fourth and final floor of the Celadon Department Store restoration in Sparkling Skylands requires 10 Paper along with 40 Concrete, 15 Glass, 10 Bricks, and 20 Lumber. This quest is given by Tinkmaster, and completing all four floors grants access to the building's rooftop. Paper is not needed for the earlier floors.

Challenge 3 of the Team Initiation Challenge requires gathering 10 Paper along with 20 Lumber and 5 Fluff. Completing this challenge rewards the Thunderish Badge. Since Paper production depends on Wastepaper and Recycle-specialty Pokemon, players should prepare their recycling pipeline before starting this challenge.

Since Wastepaper has a trade value of only 10 (or 15 for Favorite Category), converting Wastepaper into Paper before trading is far more profitable. Each Wastepaper becomes 2 Paper worth 100 each, turning 10 trade value into 200.
Station a Recycle-specialty Pokemon near your base or storage area so you can hand off Wastepaper for processing whenever you return from gathering trips.
Each Wastepaper produces two Paper, so you need relatively few Wastepaper to meet most crafting and quest demands. Ten Wastepaper converts into 20 Paper, which is enough for the Rebuild the Huge Building 4th floor and the Team Initiation Challenge 3 combined.
Sparkling Skylands is the best farming location. Break the grey and purple trash blocks on the first two floating islands for large quantities of Wastepaper in a single run.
If you have not yet reached Trainer Rank Ultra, visit the Dragonite Doll Dream Island daily for a smaller but consistent supply of Wastepaper. Give a Dragonite Doll to Drifloon each day to access the island.
Trubbish is the earliest available Recycle-specialty Pokemon. Recruit one during the Bleak Beach storyline and keep it stationed at a habitat to start recycling as soon as possible.
Paper pairs well with Lumber in book-themed furniture recipes. Keep both materials stocked if you plan to build habitats like the Spooky Study, Study Area, or Mini Library.
Converting Wastepaper to Paper before trading is significantly more profitable. Wastepaper trades for 10, while each Paper trades for 100, and you get two Paper per Wastepaper.
Wastepaper itself (without recycling) can also be used to craft Pinwheels and Cardboard Boxes directly at a Workbench.
