Rebuild a Pokemon Center in any area if you have not already.
Interact with the PC terminal inside the Pokemon Center.
Purchase the Mysterious Goggles from the shop menu.
Equip the Mysterious Goggles from your inventory.
Activate the goggles to be transported to Developer Island.
You can return to your current area at any time by removing the goggles or using the standard fast travel system.
