The Plate Boots of the Fallen Kingdom are found inside Nightstorm Cave, a waterfall cave located in the Haunted Hill area northwest of Hernand City, up into the mountains. The cave sits just above the first "N" in "Hernand" on the world map.
To reach the cave, follow the river westward from Hernand until you spot a waterfall cascading down the mountainside. Nightstorm Cave is hidden behind this waterfall. At night, the roar of the water and the wind combine to create a storm-like resonance that echoes through the cave, which is how the cave gets its name.
Like most waterfall caves in Pywel, you cannot simply walk through the water. You need to use the Stab ability (R1 + Triangle on controller) while facing the waterfall to force your way through the water current. This armed skill is unlocked by default for all three playable characters, so no special prerequisites are required. Stand directly in front of the waterfall, lock onto it, and execute the Stab to push through into the hidden chamber.
