Tools in Romestead are the workhorses of resource gathering. They double as weak melee weapons, though their damage scales with the gathering skill rather than the weapon skill.
Axes chop trees for Lumber and damage enemies on hit. Scale with the Woodcutting skill for trees and act as a slashing weapon against enemies.

The Hammer is a construction tool used to build, repair, and rotate placed structures. Scales with the Construction skill, which increases progress per hit on construction sites.
Buckets carry water. Press E to empty a Bucket onto farmland (patch 0.22.1_7). The Carpenter's Workshop crafts the standard Bucket; the Clay Pit produces a clay-specific Bucket for ore handling.
Tool damage was rebalanced in patch 0.20.2_2 so that tools deal lower damage against enemies relative to dedicated weapons. The Rusted Axe was given a damage boost in patch 0.20.2_1 so it remains useful as a starter weapon. Bows and Rusted tools both got buffs there.
