Beak Performance unlocks a rideable Scavenger through Cohsel. His hut is on the hill west of the Old Camp: follow the road past Cavalorn and turn left at the fork. Ask about riding Scavengers three times until he agrees to help.
Gather the materials

The small lake at the abandoned fishing village provides a clear algae route. Dive to the right of the pier near the fishing pole and search the wrecked planks. Continue forward to the second plant, then the large carcass for the third. The fourth is a little farther ahead and the fifth lies toward the current. Surface when needed; better Diving training gives more underwater time.
Buy saddle materials
Cavalorn has two Wolf's Skins and Mordrag has one, priced at 6 ore nuggets each. If Mordrag has left the Old Camp alive, find him at the New Camp tavern instead. Leather Strips cost 8 ore nuggets each from Fisk or Sharky, so the listed three skins and two strips cost 34 ore in total.
Collect the mount
Give Cohsel the algae, then the saddle materials. Let time pass and return when the Scavenger is ready. Completion awards 300 XP, Scavenger Riding, and the Scavenger Whistle. Equip the whistle in Quick Items and use it to summon the mount.
