Under the combined rule of the Black Bears and the Jackals, Pailune suffered greatly. Citizens were shoved into cages and sold as slaves, and the region's resources were plundered. The One-Eyed Jackal Captain represents the enforcement arm of this occupation, leading patrols and maintaining control over key areas in the lower portions of the Pailune territory.
The Jackal Captain serves under Ludvig, the ambitious leader of the Jackals whose loyalties shift with the wind. Players who advance through the Chapter 7 storyline will eventually confront Ludvig himself in the Lonely Jackals quest, which culminates in a two-phase boss fight against Ludvig and his transformed state, Awakened Ludvig.
