The Smugglers of Port Royal Provisioner is the faction vendor for the Smugglers of Port Royal. The Provisioner is the single most important vendor for naval meta progression: all five Naval Tactics and every hull modification plan is sold here.

Locations

• Tortuga Market faction-hub cluster near the Smugglers Waters route out (green-striped water on the world map).

• Smugglers Main Base (Hidden Smuggler Base), inside a hidden cave. See Smugglers Main Base. Access is unlocked through the Underground Network quest chain.

Currency

The Smugglers of Port Royal are the only faction that accepts both Piastre and Guineas, and the only faction that offers a currency exchange (at unfavorable rates). This makes the Smuggler Provisioner the natural stop for converting surplus Piastre into Guineas for cosmetic purchases elsewhere, or vice versa. See Trading and Merchants for how exchanges work.

Specialty Notes

This Provisioner is the only source for the Conquistador Set and Pikeman Set plans. These two sets anchor the universal mix-build (Pikeman 2P + Conquistador 2P) that almost every early melee build runs. Pushing Smugglers reputation to Tier 2 is a priority milestone.

The three hull bracings (Keelhold, Iron Resolve, Standfast) are the full hull-modification roster for every ship in the game. Keelhold is the community-consensus meta pick; the other two are situational.

All five Naval Tactics unlock at Tier 3 for 500 Piastre each. Players typically pick up only one to equip (Naval Tactics III: Stretch The Supply is the meta choice) but buying the full set is cheap enough that most builds collect them all for occasional swaps.
