Plans: Marksman's Pants is a single-use Recipe Paper in Windrose. Reading it permanently unlocks: Marksman's Pants
How Recipe Papers Work
Recipe Papers are looted in the world: most often from chests in Pirate Camps, ruins in the Coastal Jungle, and Points of Interest scattered across the archipelago. Some merchants in Tortuga also rotate a small selection of plans through their stock. The paper is consumed when it is read. Reading the paper adds the listed entry to the relevant crafting station's recipe list permanently for that character, with no further fee.
What it Unlocks
Reading the paper unlocks Marksman's Pants at the Armor and Clothing Workshops.
Marksman's Pants is the leg slot of the Marksman Set, the game's rare cloth set built for ranged builds. Pairing the pants with the Marksman's Doublet gives the two-piece bonus, so a crew chasing the full set will usually want both Plans: Marksman's Doublet and this paper.
Two Ways to Unlock the Recipe
The pants recipe can enter your crafting list two different ways, and only one of them needs this paper:
Find and read this paper. Looted copies of Plans: Marksman's Pants are consumed on read and unlock the entry for free. This is the route covered by the rest of this page.
Buy the plan from a faction vendor. The People of Tortuga Provisioner sells the same recipe once you reach the second reputation tier with the Factions of Tortuga. The Doublet and Pants plans unlock together at that tier, so reaching it covers both leg and chest slots in one purchase.
Either route ends at the same place: the recipe sits permanently in the Armor and Clothing Workshop list for the character who unlocked it. If you have already learned the recipe from the vendor, reading a looted paper does nothing, so check your workshop list before consuming a duplicate.
Where to Find
Drops most reliably from looted chests in pirate camps and ruined points of interest, with occasional appearances in cargo crates from defeated NPC ships and in random trader stock at Tortuga. Once read, the unlocked entry is bound to the character that read it; share-base members must each find and read their own copy.
Recipe papers in general surface in Points of Interest chests across several biomes: houses in the Coastal Jungle, camps in the Foothills, garden ruins in the Cursed Swamps, and wrecks out in the Deep Ocean. The Foothills boss arena is another reliable drop point. Cargo crates from defeated NPC ships and rotating Tortuga trader stock round out the sources.

What You Craft: Marksman's Pants
Once the recipe is unlocked, the Marksman's Pants itself is a rare cloth leg piece. It stays off the ingot economy at every tier, which is what makes the Marksman Set friendly to early ranged characters.

Tips
Carry duplicates as trade bait. Until a base stockpiles every recipe paper for a building set, an extra copy is a strong barter chip with other crews.
Read papers at a base, not on a ship. Some plans add bulk decoration sets that flood the crafting menu, and being at a workshop helps preview new entries immediately.
Once read, the unlock is permanent for that character. Reading a second copy does nothing, so a duplicate paper is best traded or sold.
