Learning it unlocks the base set of the Spanish Caribbean building style: a group of stone, marble, plaster, tile, and mahogany Building Pieces used to construct a permanent base. The plan is consumed when used and unlocks the recipes permanently on that character, after which the pieces appear in the build menu.
